Procurement of software for the youth welfare office of the district of Altötting

The youth welfare office software of the district of Altötting will expire at the end of 2024. The district of Altötting therefore intends to switch to a new specialist procedure as part of an open procedure. The subject of this contract is the provision of a youth welfare office software for a one-time fee (sale), including the provision of operational readiness by the contractor. Part of the contract is also the transfer of data from the old program as well as the implementation of training courses. In addition, a care and maintenance contract is concluded, which includes, among other things, software maintenance, software maintenance and support.

The district of Altötting has about 114,000 inhabitants in 24 municipalities. The Youth Welfare Office in Altötting employs about 70 people. We are looking for comprehensive and modern software that does justice to the various tasks of the Youth Welfare Office and supports the day-to-day business of all employees.

A specialist procedure will be procured to support the day-to-day business of all employees of the Youth Welfare Office. The specialist software must provide the following modules:

• Economic Youth Welfare (WiHi)

• Guardianships, guardianship, notarization

• Maintenance advance (UVG)

• Allgeminer Sozialdienst (ASD)

• Pflegekinderdienst (PKD)

• Adoption (or integrated into another module)

• Juvenile Court Assistance (JGH)

• Statistics, controlling, evaluation

Increased emphasis is placed on:

• Quality assurance: Cases and tasks can be managed comprehensively and according to defined standards (process control, mandatory fields, follow-ups).

• Work facilitation: The specialist procedure is logically well structured, so that unnecessary action steps and duplicate work are avoided, whether in the office or when working remotely.

• Planning security: Various evaluation options can be used to compare target and actual states, create cost developments and forecasts, and measure personnel.

• Compliance with legal requirements: The specialist procedure meets all legal requirements and supports the implementation of the tasks of the Youth Welfare Office through prompt manufacturer updates.

The new specialist procedure must serve the following interfaces:

• OK. Fis (AKDB company)

• KomXwork (DMS of the company digitalfabriX)

• to the state treasury (UVG area)

• eStatistik.core (Federal Statistical Office in Bavaria)

• to BayBIS (Residents' Registration Office data)

• JuBB

Currently, the program is OK. JUG of the AKDB. There must be a complete data migration to the new software.

The new specialist procedure must be able to be integrated into the client's IT infrastructure and must be installed and operated on-premise. The offer must be accompanied by the system requirements of the specialist software offered.

Training courses must be carried out during the introductory phase.

A care and maintenance contract is concluded for an indefinite period of time for the software.
