The contracting authority would like to enter into framework agreements after an open tender contest with excavation contractors in order to meet the contracting authority's need for excavation services. The framework agreements will primarily cover the ongoing need for minor excavation work and associated services.
Excavation work in connection with large projects (in the order of magnitude of the current threshold value for Part I - Procurement - currently NOK 4.5 million) will be announced separately.
The framework agreements will cover the contracting authority's need for excavation work in all municipalities in Trøndelag County, as well as some networks in Tynset and Sunndal. There is an opportunity to submit offers for delivery to one, several or all municipalities in the county (for larger assignments under the framework agreement, competitions will be organised between tenderers with a framework agreement independent of the municipality).
In addition to covering ongoing scheduled work, the framework agreements must also be able to cover urgent needs that arise. In such cases, an emergency preparedness scheme will be established. This part of the framework agreement will be announced as an option. There is an opportunity to submit tender offers without providing a capacity for an emergency plan (i.e. without offering the option). Tenderers must state whether they can participate in an emergency scheme, as well as for which municipalities and response times this applies.
Parallel framework agreements will be entered into for each municipality, provided that there are a sufficient number of suitable/qualified tenderers and suitable tenderers are received. When deciding how many parallel framework agreements will be signed in each municipality, the contracting authority will consider both the expected workload and the capacity of the tenderers who have submitted the best tenders. This is to ensure that the contracting authority's need is met at all times. The contracting authority will be free to choose the number of suppliers in each municipality.
