The municipality of Pöytyä / Education and Culture invites tenders for supplementary charter transport services for pre-primary education, school children and students for the period 1.1.2024-31.7.2025. The acquisition also includes the possibility to exercise the one-year option during the period 1.8.2025-31.7.2026 as separately decided by the client.
The acquisition is divided into the following subentities:

The subassemblies/items of the invitation to tender are described in more detail in the invitation to tender and in Annex 1 to the invitation to tender, the Service description.
The offer must be made by subset as defined in the tender documents. The bidder may submit an offer to one or more subsets. Suboffers within subsets are not accepted.
Bid Conglomerates
In the framework of Competition Act 948/2011, carriers may form a tendering conglomerate to make a joint bid for traffic management. Those who made the joint bid are jointly responsible for the offer. Companies participating in the tender conglomerate have a screen obligation on the permissibility of cooperation.
Subcontracting
The service provider may subcontract the specified part of the services. If subcontractors are used, it shall be reported in the tender. Only the operator meeting the requirements set out in the tender documents may be accepted as a subcontractor. The bidder is responsible for the actions of its subcontractors/subcontractors to the buyer than its own. The subcontracting share of the execution of the order may not exceed 30% of the value of the contract.
In addition to those set out in the invitation to tender, equipment, personnel and service and other requirements are described in the other tender documents.
When the legislation and the provisions adopted pursuant to this amendment, the requirements set out in the tender documents comply with the regulation in force at each time.
The contracting entity organises transport for pre-primary education, pupils and students primarily using existing scheduled services. If the route and/or timetable of scheduled traffic are not suitable for the implementation of transports, or if the transport of a pupil has been justified in the principles for arranging pre-education, school and student transport approved by the Education Committee, the transport will be arranged as charter services. The agreements concerning sub-packages 1-5, 7 and sub-packages procured as charter times for pre-primary education, school children and students have been signed and are valid for the period 1.8.2022-31.7.2025 (Education and Culture Board 15.12.2021 § 146, 9.2.2022 § 6 and 9.3.2022 § 24), so the procurement tendering process concerns the necessary, complementary transports.
Procured competition and the decision on that basis do not apply to other transport organised by the municipality.
