DGI (Digitale Gardermoen) shall on behalf of its owners procure a new and modern delivery platform. DGI has revised its sourcing strategy based on the owner municipalities’ requirements and experience from the mentioned tender contest and contract, technological development, service development and the supplier market. New procurement of external operational services (new delivery platform) is considered best realised with a module-based approach. A module-based approach is considered to reduce the risk for both DGI and the service providers to DGI, and will give DGI the necessary and desired flexibility and scalability. Furthermore, DGI sees the procurement of the delivery platform in the context of a cloud-first trend.

Nittedal, Asker and Lørenskog municipalities have an option to join as a contracting authority as stated in the contract. Nittedal, Asker and Lørenskog municipalities have the right to join the framework agreement during the agreement period, but no obligation to do so.

DGI has considered which services will be put out to tender. DGI has divided its need into 4 (four) modules, of which 3 modules will be subject to call for tenders in 2019 (see the illustration in the tender documentation). For a more detailed description of DGI's revised sourcing strategy, process, findings and initiatives, refer to the document annex ‘Annex 1 Appendix 4 — Documentation DGI Sourcing Strategy’. This competition concerns external operational services called ‘Modern IT services’ in the illustration in the tender documentation. This competition also includes essentially the same services as the competition that DGI implemented in 2016. The main difference is that DGI has opted to separate special IT operation advisory services as an individual competition, see ‘Service Integrator’ in the illustration in the tender documentation. DGI is also considering a call for tenders for specific IT operational security services, see ‘Security Services’ in the tender documentation. This means that this competition concerning external operational services is the primary operational contract that DGI will put out to tender in 2019.
