Partial dismantling and new construction of the Stadthalle Hofgeismar

Technical equipment according to HOAI § 53, Lph 1-9

1. Initial situation / planning framework

The existing town hall in Hofgeismar was built in 1978 for the 18th Hessentag.

On 27.06.2022, the political committees of the city of Hofgeismar decided:

"In the question of the future of a town hall in the city of Hofgeismar, priority will be given to planning to preserve the existing location for the time being.

The magistrate is instructed to push ahead with the planning and, if possible, to examine and, if possible, implement the possibility of being able to submit an application for funding with the 2023 programme application in the "Living Centres" urban development funding programme.

The support for the design of the application, as well as the task for external participants such as architects and engineers, is carried out by the "AG-Stadthalle". ..."

The office Reichel Architekten PartG mbB from Kassel was commissioned with the object planning and building planning. A preliminary study by the architect is available, the preliminary design planning is in progress and a cost estimate is prepared. The costs of the technical equipment are based on two system descriptions for technical planning, ELT and HLS. The documents will be made available for the call for tenders.

The concrete design and subsequent implementation planning will be prepared together with the architectural office based on requirements and developed with the AG Stadthalle. The public will continue to be given the opportunity to have a say on an ongoing basis. The existing regular users of the Stadthalle will be actively involved.

Objectives of the planning:

- Maintenance or creation of a new hall with a similar capacity as in the existing building

- Achievement of at least up-to-date, more sustainable energy standards

- Compliance with current safety standards, in particular fire protection and meeting places

- Use of minimal building services to minimize maintenance

- Optimized cost/benefit ratio including maintenance costs

- Optimized use of subsidies.

The specialist planning services of service phases 1 - 9 are advertised in sections for service phases 1 - 4, 5 - 7 and 8 + 9. In the first two service phases, an optimal design approach is to be developed, which integrates the goals of the planning as well as possible.

The basic services are to be fulfilled in accordance with HOAI § 53 ff. Annex 15.1.

The fee with fee zone, rate and proportions of the basic fee as well as special services for the individual plant groups can be found in the fee calculation sheet "23 05 05_Honorar_TGA_HOG_Stadthalle.xlsx".

The reimbursement of the conversion surcharge is proposed at 10% for plant groups 1, 2, 3, 4 and 6, as a new construction share of 40% is assumed for BRI and GFA and 60% for conversion.

The eligible costs of KG 400 for the building amount to € 4,922,404 and are divided as follows:

KG 410: 342 387 €, KG 420: 1.023.203 €, KG 430: 1 620.953 €, 440: 566.039 €, KG 450: 226.727 €, KG 460: 148,500 €, KG 470: 94 500 €, KG 480: 400.520 €, KG 490: 499.575 €
