For the security measures, Fluvius aims to achieve a dynamic integration of the various security installations (access control, camera surveillance, fire detection and burglary protection). Such coordination facilitates the management and ultimately the monitoring of the various systems:
a) access control: electronic access control is necessary to secure the various perimeters against unwanted intrusion by unauthorized persons. After all, Fluvius determines who has access to which zones and for which time slots. In addition, Fluvius wants access control to record certain data (name, location, time, legal access) for analysis in the event of unlawful access or incidents. The ultimate goal for the access system is to switch to one system on all sites, making management and follow-up more efficient;
b) CCTV (closed-circuit television) or camera surveillance: surveillance cameras are installed at strategic locations with a view to visualizing and registering (the run-up to) incidents. Intelligence on the CCTV system can provide better monitoring and analysis of the images and even detection of unwanted situations. Moreover, cameras have a dissuasive effect on potential perpetrators. The purpose must be determined for each camera, so that the correct camera can be installed. The concept will be drawn up on the basis of a risk analysis and will include a combination of cameras that can detect, observe or identify, depending on the desired goal;
c) burglary protection: the various perimeters are equipped with an intrusion detection system to detect unwanted intrusion. It is important that this is linked to the access control system and camera surveillance. Intrusion detection can be armed / disarmed automatically, manually remotely or by an authorized person via the use of the access badge;
d) fire detection: the application of the standard for new buildings and complete renovations with integration in the VMS (video Management System). In existing buildings, the current fire detection will be retained and we will ensure at least a link with access management. The possibility to provide fire detection, without using the standard, is also included. A best practice solution is offered based on the risk analysis.
