The new Integration Act will expand government responsibility for integration and shift the regional role to the municipalities. In the current system, many responsibilities, such as finding an integration course, lie with people who are involved in integration themselves. In the new system, the majority of those responsibilities will be allocated to the municipalities. This new law will enter into force on 1 January 2022. In the new integration system, municipalities have an obligation to offer learning routes for integration and will become the responsibility of municipalities for civic citizens to undergo integration education. In order to perform this new task, the Client has issued a tender for the learning routes. In the present situation, it concerns the educational route.
The Education Route is purchased in a regional context (West Brabant region). When the tender documents talk about the Client, this means the following participants in the West Brabant region:
Werkplein Hart van West Brabant as representative of the D6 municipalities (Etten-Leur, Halderberge, Moerdijk, Roosendaal, Rucphen, Zundert):
Municipalities of Altena, Drimmelen, Geertruidenberg and Oosterhout:
Municipality of Breda:
Municipalities of Bergen op Zoom, Woensdrecht and Steenbergen.
Upon award, agreements will be concluded by the participants individually with the party to whom the Assignment has been awarded.
Purpose of the invitation to tender
Conclude a Framework Agreement with one contractors for a fixed period of two (2) years, starting on 1 April 2022 and ending 31 March 2024, with a possibility to extend the agreement of two (2) times 1 year, under the same conditions and conditions.
The contracting authority awards the contract to the tenderer with the Most Economically Advantageous Tender (EMVI) determined on the basis of the Best Value for Money.
Description of the assignment
The service concerns the provision of the Education Route to civilregistration persons on the basis of the new integration law.
Scope of the assignment
The assignment supervises participants on the basis of the route established in the PIP to successful outflow to further training at all levels. The following results are expected from the contractor:
-Trainers have completed their education route at least B1 level within 1½ to 2 years;
-Trainers are prepared for influx into Dutch secondary vocational education (MBO level 2.3 and 4 or higher).
-Career orientation is part of this.
Outside the scope of the assignment
The tasks below do not belong to the scope of this Assignment:
-Actively guiding the integration of obliged persons to internship and/or work within the B1 route or Z route;
-Leading to a higher professional education or university education;
-The MAP and PVT;
-Guiding family and other migrants;
-Organizing and financing childcare services for civic agents;
-Giving education based on the WEB;
-Taking care of the social guidance.
Scope of the contract
This tender concerns the purchase of the Education Route for asylum status holders. Each year, for all participants jointly, it concerns approximately 95 adult asylum status holders for which the Education Route is purchased. This is an estimate in which uncertainties are in target, placements, number of citizens (expected 60% of target) and the percentage that actually follows the educational route. No rights can be derived from the mentioned number.
Turnover value Framework Agreement
In the period of 1 April 2022 and ending 31 March 2026, the Framework Agreements are intended to provide contracts with a possible/expected turnover (for all participants jointly) of €1,000,000 per year.
The maximum assignment value (for all participants jointly) under this framework agreement is set at €5,000,000, -, over the term of the agreement, including renewals.
The amount mentioned is indicative and no right can be derived from this. No purchase obligation applies to the client.
