Procurement of a framework contract for the purchase and supply of snow removal strips and accessories for the state roads and transport companies of the state of Schleswig-Holstein as well as for other public administration agencies.
The tender will be divided into two lots. Lot 1 contains snow removal strips made of manganese cast iron. The invitation to tender for attachments, wear and spare parts shall be issued separately in Lot 2.

By submitting a bid, the bidder declares that all offered scraper strips / snow removal strips meet the requirements of DIN 15583-1 "Winter service equipment – Snow ploughs – Part 1: Product description and requirements" and DIN 15583-2 "Winter service equipment – Snow ploughs – Part 2: Test criteria and their requirements", especially with regard to section 4.15 Scraper strips:

In Lot 1 of this tender, only snow removal strips made of manganese cast iron for the Beilhack, Schmidt and Drutzel brands are put out to tender. The requirements for the remaining manufacturers / materials are procured by individual awards, if required.
The order volume for the advertised articles fluctuates greatly due to the weather conditions. All values listed below refer to the averaged values of the past 3 years. Over the past 3 years, the total turnover for snow removal strips has amounted to approx. 14,000 euros / approx. 4,666 euros on average per year. Bidders are aware that more accurate estimates are not possible.
The number of snow plows used in the country, as well as multi-implement carriers, currently amounts to about 317 pieces. Approximately 90% of the ploughs are from the manufacturers Beilhack, Schmidt and Drutzel, the last 10% are distributed among other brands. It is impossible to predict how many snow removal bars will be retrieved. This will depend both on the weather conditions, on the results of the tender, as well as on the availability of the snow removal strips offered.

The contract is valid for a period of 12 months and starts on 01.10.2023. The term of the contract is automatically extended by 1 year at a time, unless the client objects to the extension of the contract with a notice period of 4 months to the end of the first, second or third year of the contract. The contract term will be extended no more than 3 times, i.e. the contract will not be extended beyond a total term of 4 years (until 30.09.2027).

For lot 1, a maximum value of € 400,00.00 net is set over the maximum contract period of 4 years. When the maximum value is reached, this automatically terminates the framework agreement of the lot concerned. If the contract for all lots is awarded to a contractor, the framework agreement ends when the total value is reached.
Attachments, wear and spare partsIn Lot 2, the attachment, wear and spare parts for snow removal equipment are put out to tender. Lot 2 spare parts concerns the brands Beilhack and Schmidt as well as standard attachments and spare parts. The tender is product-neutral, all manufacturers who meet the technical requirements for the aforementioned brands can be offered.
For Lot 2, only one price is requested (valid for a complete contract year). The delivery of the articles advertised in Lot 2 is always "as fast as possible" and all year round "free place of use". The bidder must indicate an approximate delivery time for each product offered in the bill of quantities. This information is only informal. Free point of use means delivery directly to the premises defined by the customer. All costs for this (including transport costs, tolls, packaging, expenses, island surcharge, minimum quantity surcharges, CO² compensation, etc.) must be taken into account in the offer prices.
