The clients are music academies in the state of North Rhine-Westphalia. They intend to introduce the campus management system HisInOne as part of a project that will run until 31.12.2027. The implementation is to be carried out by an external contractor. To this end, the contracting authorities have carried out a preliminary project, the results of which will be made available to the bidders in the tender documents.

In the project, the clients intended to proceed in a coordinated manner in order to exploit synergy effects. A separate contract is concluded for each client on the basis of a uniform template.

In addition to the services for the implementation project, the contract regulates the possibility of making individual call-offs for other services related to the system ("framework contract element").

The rights of use to the underlying standard software software are not subject to the award procedure and are acquired by the manufacturer by means of a separate contract.

The Cologne University of Music and Dance conducts the award procedure on behalf of all clients.
