The LZN is responsible for the procurement of goods and services for the direct administration of Lower Saxony (see § 2 of the LZN's operating instructions). With the approval of its supervisory authority, the LZN can take on further tasks for public law users within and outside the state administration of Lower Saxony, as well as for privately owned companies that are fully owned by the public sector (cf. § 3 operating instructions).

Under this responsibility, the contract includes the conclusion of a framework agreement for the manufacture and supply of equipment carriers for guided and operating equipment (FEM) carried in the trunk of the standard radio patrol trolleys (FUSTW) with a company (§ 21 VgV). The articles are placed in the LZN's web shop and called up as online orders.

The equipment carriers are delivered on request:

— self-pickup, or

— optionally available to up to 12 different police departments in Lower Saxony.

The contract period shall commence on the working day following the day of the award of the contract.

The minimum guaranteed quantity is 200 equipment carriers. A maximum of 400 equipment carriers can be called up from this framework agreement for the entire possible contract period of 4 years.

The order volume envisaged has been determined and described as accurately as possible by the Central Police Directorate of Lower Saxony (ZPD NI). A final determination is neither possible nor necessary (§ 21 para. 1 sentence 2 VgV). The order volume mentioned here is subject to significant fluctuations due to non-calculable demand figures of the ZPD NI. Therefore, only a rough calculation can be specified here; the specified volume is only a prediction and an indication of quotation preparation and calculation. In addition to the minimum guaranteed quantity of 200 pieces, it does not create a further purchase obligation on the part of the customer.
