Part IX - Petrol cars segment D sedan
The detailed manner of implementation of the subject of the contract is specified in Annex 2 and 3a to the ToR.
Purchaser:
- does not provide for the award of contracts referred to in Article 67 section 1 item 7 of the Public Procurement Law, as well as an electronic auction,
- does not allow submission of variants within the meaning of art. 2 point 7 of the PPL Act,
- allows partial bids. Each Contractor has the right to submit a bid for one or more parts,
- provides for the conclusion of a framework agreement
Delivery of hybrid segment B cars described in Annex 3a to the ToR.
The contracting authority envisages the conclusion of a framework agreement.
The scope of executive orders will be each time specified in the Invitation to participate in enforcement proceedings, in accordance with art. 101a paragraph 1 point 2 letter a of the PPL Act.
The awarding entity specified the estimated number of the ordered subject of the order only for the purpose of valuation of offers submitted by Contractors, which will then be used to compile a ranking of submitted offers.
Each Unit will be able to place executive orders for each part of the procedure.
The Employer informs that conducting executive proceedings during the framework contract will be carried out via the COAR Purchasing Platform, which will require the Contractor to use a qualified electronic signature. The platform will have the following functionalities: forwarding the Invitation to participate in the executive proceedings to the person designated by the Contractor, submitting responses to the Invitation by the person / persons appointed by the Contractor, conducting other correspondence between the Contractor and the Employer or Units, including submitting the contract for signature and reporting, referred to in §3 Relevant provisions of the framework agreement.
The deadline for the implementation of the executive order carried out on the basis of an executive contract concluded on the basis of the framework contract is the criterion for the evaluation of bids for each part of the procedure.
The deadline offered by the Contractor may not be longer than 22 weeks from the date of conclusion of the executive contract and will be valid for the duration of the framework contract concluded as a result of these proceedings.
1. If the Contractor has its registered office or place of residence outside the territory of the Republic of Poland instead of the documents listed in Subsection I of the ToR:
1) par. 2 point 1 - submits information from the relevant register or, in the absence of such register, another equivalent document issued by the competent judicial or administrative authority of the country in which the Contractor has its registered office or place of residence or place of residence, the person to whom the information or document relates, scope specified in art. 24 paragraph 1 item 13, 14 and 21 of the PPL Act. Documents should be issued not earlier than 6 months before the submission deadline,
2) par. 2 points 2, 3 and 4 - submits a document or documents issued in the country in which it is located

2. If in the country of residence of the person or in the country in which the Contractor has its registered office or place of residence, the documents referred to in para. 1 shall be replaced by a document containing a statement of the Contractor, indicating the person or persons authorized to represent him, or a statement of the person to whom the document was to relate, submitted before a notary public or before a judicial authority, administrative body or professional or economic self-government body competent for the seat or the contractor's place of residence or place of residence of that person - issued with the appropriate date required for these documents.
