Replacement of new bridge structures (BIM) Lot 3 - Gebietslos Regierungspräsidien Tübingen und Freiburg

The Road Construction Administration of Baden-Württemberg (SBV BW) is planning to award the contract for replacement construction plans and to supervise the subsequent structural implementation of 31 federal highway bridges throughout the state.

The overall package is divided into 3 lots from a regional point of view. The present invitation to tender is Gebietslot 3 - Regierungspräsidien Freiburg / Tübingen. It concerns the following structures:

- Bridge over the Fürst-/Bonlandenbach near RT-Betzingen (BW 7520 513 0)

- Transfer of K 6907 near Kusterdingen (BW 7520 548 0)

- Dirt road overpass near Kusterdingen-Jettenburg (BW 7520 549 0)

- Transfer of the L 384 near RT-Betzingen (BW 7520 551 0)

- Bridge over Lauchert near Gammertingen-Mariaberg (BW 7721 501 0)

- Bridge over the Goldbach and path near Überlingen-Goldbach (BW 8220 515 1)

- Bridge over the Goldbach and path near Überlingen-Goldbach (BW 8220 515 2)

- Transfer of K 7772 near Überlingen-Goldbach (BW 8220 516 0)

- Bridge over Anschlussast-West near Überlingen-Brünnensbach (BW 8220 518 0)

- Bridge over the Aach/Aachbrücke in the course of the B 33 (BW 8219 559 1)

- Bridge over the Aach/Aachbrücke in the course of the B 33 (BW 8219 559 2)

The bridges have considerable deficits in terms of load-bearing behaviour and/or their construction and are also partly in poor condition. For these reasons, they have a short remaining usage time and must be renewed as soon as possible.

It is planned to replace the bridges on the spot under full closure. If there is no second superstructure, a suitable diversion concept must be coordinated and identified on site. The planning must be based on the currently valid technical guidelines. In principle, no further changes to the existing stock are planned. In this respect, a planning approval procedure according to §17 FStrG should be necessary. In the context of the consideration of substantive law, however, conflicting interests of the persons concerned may arise, which must then be finally weighed up and, if necessary, balanced by the competent regional council. If it is a crossing structure, the planning must be coordinated with those involved in the crossing. All necessary documents must be prepared. The same applies to bridges in which several construction authorities are involved.

A significant increase in the number of new bridges completed requires an increase in the number of associated plans for the respective projects. A perceptible increase in performance in terms of the number of new bridge constructions requires at the same time acceleration of the planning process by optimizing the process flow and thus a further development of classic planning methods. All replacement buildings are to be realized using BIM method (Building Information Modelling). The "Implementation of BIM for the replacement of new bridge structures in BW" is to be designed for the planning area. BIM revolutionizes the well-known classic planning and construction processes. The BIM strategy with regard to the bridge replacement constructions must be analyzed, standardized, with the aim of achieving noticeable time savings within the framework of efficient project management. Among other things, it requires new procurement and contract models for future bridge replacement projects. And also changes during contract processing, including the revision of the "status quo interface concept" due to the possibility of bringing the basic services forward to earlier service phases. The experience and know-how of the commissioned engineering offices are to be better used. In order to ensure the optimal use of these innovation potentials, the procedure of competitive dialogue in accordance with § 18 VgV was chosen for the project. It opens up the possibility for participation formats involving the participating planning offices. The main difference or advantage here is the time at which the technical input of the bidders is taken into account. With the competitive dialogue, the proposed solutions for achieving the above-mentioned goals are discussed through the early involvement of planning offices and the service description is jointly optimized. The specifications are therefore only developed on the basis of the results of the dialogue phase together with the bidders. By involving the bidders at an early stage in the development of the solution, the bid specifications can be more accurately aligned with the goals and wishes of the awarding authority. In order to develop the procurement law and contract law bases for future bridge replacement construction projects, the best solution for the challenging task of realizing a higher number of new bridge replacement projects in the future is to be found.

In addition to the object and structural planning for the civil engineering structures (Lph. 1 to Lph. 8 according to HOAI or corresponding applications according to the BIM system), the commissioned planning office must provide or coordinate all specialist planning required for the entire project (such as road planning, ground surveys, nature conservation investigations/planning, etc.) and, if necessary, coordinate with the relevant bodies/specialist authorities.

All formal documents required in the planning and implementation process must be drawn up and submitted to the respective competent authorities (see also "Interface concept" (DRAFT)).

A file server will be set up on which all documents, including the available as-built documents such as building books, test reports, as-built plans and statics, can be retrieved. It is the responsibility of the future contractor to check them for completeness and correctness.

According to § 18 Abs. 6 VgV, the competitive dialogue is carried out in two dialogue phases after the participation competition.

In the 1st dialogue phase, the participants first receive written dialogue contributions in the form of a solution concept (definition of performance goals, BIM service description, joint determination of the scope of services with regard to HOAI and special BIM services, project approach, appointment chain, commissioning of further specialist services). Contributions as BIM services for interface-free planning, personnel deployment plan), which are then discussed in several dialogue discussions. For their part, companies have several opportunities to propose their own solutions.

According to the internal evaluations of the solution concepts, probably in July 2023, the competitive dialogue pursuant to § 18 para. 7 VgV will be concluded and the participating companies will be invited to submit an offer in the 2nd dialogue phase pursuant to § 18 para. 8 VgV on the basis of their own solution proposal submitted previously and concretized after the 1st dialogue phase. The Ministry of Transport is expected to carry out a final evaluation of the bids on the basis of the award criteria in August 2023. The weighting of the sub-criteria of award criteria takes place only in the 2nd dialogue phase, since the subject matter of the contract is only specified in the course of the procedure.

In accordance with § 18 (5) VgV, the Ministry of Transport reserves the right to discuss various aspects of the contract with all companies in the same way with the selected planning offices. For the internal meetings, the Ministry of Transport requires the consent of the participating companies in accordance with § 18 (5) VgV to present their proposed solutions or parts thereof. The mutual knowledge of the proposed solutions or parts thereof of the participating companies among themselves is not excluded here.

The time shifts of the above-mentioned appointment chain are possible.

In accordance with § 77 Abs. 2 VgV, the payment of an expense allowance is provided for participation in the Competitive Dialogue. Bidders who withdraw from the award procedure after the 2nd dialogue phase and are not awarded the contract will be compensated with a premium of € 5,000 (gross). The entitlement to the expense allowance does not exist if the bidder is awarded in another of the 3 lots of the award of the replacement bridge structures (BIM). The procedure is comparable in the development of solutions.
