Helen Ltd (hereinafter referred to as the Contracting Unit or the Client) is constructing a new heating and cooling plant in Eiranranta, Helsinki. The plant will produce district heat output for the district heating network in Helsinki and cooling capacity for the district cooling network in Helsinki. As a heat source, the plant uses purified wastewater from the Viikki wastewater treatment plant. The plant will mainly be located in a cavern, which is under the Munkkisaari heating plant.

The object of the acquisition is three (3) submersible chamber pumps and seventeen (17) centrifugal pumps with electric motors. The procurement is divided into three packages:

a) uppopesäpumput,

(b) large-scale centrifugal pumps;

(c) the remaining centrifugal pumps.

The object of the procurement is described in more detail in Section II.2. "Description of the acquisition". More detailed information and specifications are sent in the actual invitation to tender, which is distributed to the selected suppliers.

Within the preliminary target schedule, the commissioning of the pumps will take place in May-June 2025 according to the preliminary schedule. The delivery time for the pumps is 31.10.2024. However, the Tenderer is requested to note that binding dimensional drawings and the maximum forces and torques allowed for pump flanges must be delivered to the Contracting entity no later than 30.10.2023, as the information is required for the design and stress analysis of the plant's process piping.

According to the current schedule, the pumps will be connected to the plant's pipelines in connection with the process piping installation work to be carried out in late autumn 2024 and early 2025. According to the preliminary schedule, the commissioning of the pumps is scheduled for June-July 2025.

The Provider must commit to the Customer's schedule. Any changes to the schedule must be approved by the project parties in advance.

The scope and details of the procurement are described in more detail in the tender documents, which will be delivered in full scope to the Tenderers selected on the basis of the participation requests by means of an invitation to tender.

The procurement will be carried out in accordance with a restricted procedure in accordance with the Act on Public Contracts in Special Sectors. Preliminary indicative procurement schedule (subject to change):

The delivery of Procurement Package 1 includes the manufacture, transport and commissioning of the pumps. However, installation of pumps is not included.
