The subject of the contract is the delivery of 8 pieces of quartermaster containers in accordance with the requirements of Annex 1 to the SWZ – description of the subject of the contract.
The subject of the order shall comply with the following requirements:
(a) correspond to all the characteristics set out in the specification of the terms of the contract.
(b) be new and compliant with applicable standards.
(c) have a set of technical and operational documentation.

The subject of the order shall comply with the following requirements:

1. The tender, the application and the means of proof in question (if required) submitted electronically must be signed with a qualified electronic signature.
2. If the means of proof, the means of proof in question, other documents, including the documents referred to in Article 94(2) of the PPL Act, or documents confirming the authorization to represent, respectively: the contractor, contractors jointly applying for the award of a public contract, the entity providing resources on the terms set out in Article 118 of the PPL Act or a subcontractor who is not an entity providing resources on such terms, hereinafter referred to as 'supporting documents', have been issued by authorised entities other than the economic operator, the jointly applicant economic operator, the resource provider or the subcontractor, hereinafter referred to as 'authorised entities', as an electronic document, this document shall be transmitted.
3. Where the personal means of proof, the means of proof in question, other documents, including the documents referred to in Article 94(2) of the PPL, or documents confirming the authorisation to represent, have been issued by authorised entities as a paper document, a digital representation of that document bearing a qualified electronic signature certifying the conformity of the digital representation with the paper document shall be provided.
4. Certification of the digital traceability with the paper document shall be made in the case of:
- subjective means of proof and documents confirming the authority to represent - respectively the contractor, the contractor jointly applying for the award of the contract, the entity providing resources or the subcontractor, in the scope of subjective means of proof or documents confirming the authorization to represent, which concern each of them;
- the means of proof in question - the economic operator or the economic operator jointly applying for the award of the contract, as appropriate;
- other documents, including those referred to in Article 94(2) of the uPzp - the economic operator or the economic operator jointly applying for the award of the contract, respectively, as regards the documents that concern each of them.
Certification of the conformity of the digital mapping with the paper document referred to above may also be made by a notary.
5. The offer should be:
a. drawn up on the basis of the annexes to this SWZ in Polish,
b. submitted using electronic means of communication, i.e. via https://kwpsp.eb2b.com.pl
c. signed with a qualified electronic signature by the authorized person(s).
6. Qualified signatures used by Contractors to sign any files must comply with the "Regulation of the European Parliament and of the Council on electronic identification and trust services for electronic transactions in the internal market (eIDAS) (EU) No. 910/2014 - from 1 July 2016".
7. When using the XAdES signature format external. The Ordering Party requires the attachment of an appropriate number of files, i.e. signed data files and XAdES files.
8. The Contractor, no later than on the date of submission of tenders, has the right to reserve in its offer information constituting a trade secret within the meaning of the provisions of the Act of 16 April 1993 on combating unfair competition (i.e.: Journal of Laws of 2019, item 1010).
9. The Contractor, via the Platform, may change or withdraw the offer before the deadline for submitting tenders.
