Introduction:

The Wiesbaden district of Mainz-Kastel, located to the southeast in the immediate vicinity of the Rhine, is developing from a more commercial district into an attractive residential location. Due to the conversion of formerly commercially used areas into residential quarters, the district has experienced a noticeable increase in population in recent years, which makes it necessary for the social infrastructure to grow with it. Under the working title "Kastel Housing", which is based on its origins as a conversion area, an urban quarter with a target size of 700-800 residential units is being created. The plan is to create a dense mixed-use quarter around a new neighbourhood centre along Wiesbadener Straße and adjoining residential areas. The aim is to develop a forward-looking neighbourhood that consistently follows sustainability and climate neutrality aspects, which considers and conceptually integrates the topics of supply of renewable energies, sustainable mobility, keeping private traffic free, sensitive water management, strong greening, etc. In a first construction phase in the southeast of the area, an 8-storey residential tower in timber construction (GK 5) is under construction. Two residential buildings, including a former barracks building, have already been completed and have been occupied since autumn 2022 (see Appendix 1). The Bertha von Suttner School, housed together with a day-care centre in a renovated existing building, was the first building block of the social infrastructure to start operations in two phases as early as September 2016. Against the background of the current and future housing developments in Mainz-Kastel, especially along the settlement centres on Wiesbadener Straße and, in the future, in Kastel Housing itself, there is a need for a 4-class primary school location, which is to be developed as an extension to the existing building Haus der Bildung und Begegnung. The building is planned in timber construction with a basement and ground floor in reinforced concrete construction. The basis for the structural design is the planning concept of Ferdinand Heide Architekt Planungsgesellschaft mbH, which was successful in a VGV procedure with a creative part and commissioned with the planning (see section 2.2 in conjunction with Annex 2).

Requirements for structural design and specialist planning of preventive fire protection:

The following requirements are formulated on the basis of the architectural-constructive concept of Ferdinand Heide Architekt Planungsgesellschaft mbH described in section 2.2 and in Annex 2. The following are expected:

• Experience with the requirements from the HBO for comparison with the MHolzBauRL (2021 version) and the current publications. The willingness to coordinate with the lower and highest building supervisory authorities is a prerequisite.

• Knowledge of the systems and building products currently available on the market in multi-storey timber construction as well as their influence on preventive/constructive fire protection.

• Knowledge of the requirements for modern school construction with learning landscapes or clusters and the resulting planning guardrails (areas, escape route lengths, locks, etc.), knowledge of the documents AGBF, Montagstiftung, exemplarily of the City of Frankfurt.

• Experience in dealing with flexible concepts for extracurricular use of the premises (here: club use of the gymnasiums).

Other planning requirements:

Against the background of the objective of sustainable, forward-looking and exemplary neighbourhood development formulated for Kastel Housing, the following aspects form the overarching framework for the planning of all disciplines:

• The planning is based on the "Standards of the City of Wiesbaden for the Construction of New Schools" summarised in Annex 5.

• The aim is to achieve an energy-optimised design that will lead to a significant reduction in energy consumption.

• The aim is to achieve at least the KfW standard for climate-friendly new construction - non-residential buildings. The new building is to be built according to the BNB system variant for teaching buildings (BNB_U) with the requirement to comply with the Sustainable Building Quality Seal (QNG).

• A conscious use of resources in the production, construction and operation of the building is expected.

• Planning is expected according to the "low-tech" principle, i.e. technology-reduced construction with comfort appropriate to the use and high ecological standards.

• The aim is to optimise the ratio of investment to usage costs through structural and technical measures.

• User comfort forms an important basis for efficient and performance-enhancing work and learning. Adequate daylight availability to prevent overheating, carefully placed visual connections to the outside, good sound/immission protection, thermal comfort, good indoor air quality, etc. are to be taken into account in the planning.

• Based on the goals of the Integrated Development and Action Concept Wiesbadener Straße to develop Kastel Housing as a model quarter from the point of view of sustainability and climate neutrality, the Bertha von Suttner School is to be planned as a pilot project and role model in sustainability matters. Reference is made to the goals in accordance with Annex 6 (Requirements for a sustainable urban functional building and open spaces) that are currently being coordinated.

• It must be taken into account that the extension will be carried out during ongoing operations and that only the holiday periods are available for the measures in the existing building.

• Reference is made to the Model Guideline on Building Inspection Requirements for Schools (Model School Construction Guideline - MSchulbauR) in its current version.

Subject of the service to be ordered:

Specialist planning of structural engineering:

Structural engineering for the new building in accordance with Part 4 Section 1 §§ 49-52 HOAI 2021, basic services in accordance with partial service tables as Annexes 1a and 1b to the draft contract, work phases 1-6. Furthermore, "special services" according to partial service tables as Appendices 1a and 1b to the draft contract, service phases 1-8.

Specialist planning of building physics, thermal insulation and energy balancing:

Specialist planning of building physics in accordance with Annex 1 points 1.2.1, 1.2.2 and 1.2.3 HOAI 2021 and AHO issue 23 issue 2022, performance profile "Thermal insulation and energy balancing" for new buildings, basic services service phases 1-7. In addition, the following "Special Services":

- Preparation of verifiable proof in accordance with the requirements of the Building Energy Act (GEG),

- Preparation of verifiable proof in accordance with the requirements of the Renewable Energy Heat Act (EEWärmeG),

- Preparation of verifiable proof in accordance with the requirements of the Energy Saving Act (EnEG),

- Establishment of a verifiable proof of summer thermal insulation according to DIN 4108-2, solar input characteristic method.

Specialist planning of building physics, "building acoustics"

Specialist planning of building physics according to Annex 1 points 1.2.1, 1.2.2 and 1.2.4 HOAI service profile "Building acoustics" for new buildings, basic services, service phases 1-7.

Engineering services for preventive fire protection:

Engineering services for preventive fire protection for new and existing buildings on the basis of the AHO, services for fire protection, basic services service phases 1-8 and special services work phases 1-9 according to the partial service table as Annex 2 to the draft contract.

Other special services:

Further, higher-level special services according to Annex 3 of the draft contract.

The basic services are remunerated on the basis of the HOAI 2021, if regulated therein. Falling below or exceeding the minimum rates is permissible. These are to be made by a percentage and, if necessary, explained in the cover letter. The special services will be remunerated at a flat rate on the basis of the offer you have submitted. Further specialist planning services are not the subject of this VgV procedure. It is planned to award the execution work according to individual trades.

Budget:

eligible costs for structural engineering: 6,371,233 €

Eligible costs for specialist planning of building physics, thermal insulation and energy balancing: 14,183,059 €

eligible costs for technical planning of building physics, "building acoustics": 14.771.420 €

Options:

There is a gradual call of services (options), subject to the committee resolutions for the further implementation of the project and the AG's decision as the project progresses:

Level I: LPH 1-3, Level II: LPH 4, Level III: LPH 5-7, Level IV: LPH 8-9

The contractor shall not be entitled to call on individual and/or all stages and shall not be able to derive any further claims (e.g. damages or increase of fees) from a non-call.

Start of service: Immediately after placing the order

Planning LPH 1-3: approx. until November 2023 (= provision of documents for the plausibility check)

Planning LPH 4: approx. until December 2023 (= submission of building application)

Ausführungsbeschluss: ca. April 2024

Start of construction: approx. January 2025

Completion: mid-2026 at the beginning of the 2026/27 school year (no use is planned during the year).
