BWI GmbH (hereinafter: "BWI") is considering a framework agreement with an economic operator for the purchase of hardware (hereinafter: "HW") including firmware (hereinafter: "FW") - firewall appliances and associated management systems, so-called smart centers - of the manufacturer Checkpoint by way of a negotiated procedure with participation competition pursuant to § 11 para. 1 sentence 1 2nd alternative VSVgV to forgive.
