Purpose of the services: Service contract - Project author contract for the construction of a logistics hub "short circuits" on the site of the Morning Market in Liège.

Comment:

These specifications concern a complete mission of project authors for the construction of a logistics hub equipped and dedicated to the activities of wholesaler, food processing of primary products and incubator of cooperatives in Liège. Like two other hubs located in Namur (in operation and expanded by the end of 2024) and Charleroi (completed at the end of 2024), it will contribute to the Walloon ambition to relocate food production and consumption in the shortest possible circuit, by optimizing the distribution tools for primary food products. It will host the activities of actors from the social economy in a logic of mutualization, which is a lever for growth and professionalization for these companies. Finally, it will contribute to the well-being of citizens by facilitating access to balanced and sustainable products, directly (optimization of distribution channels) or indirectly (through the stimulation of B2B markets and communities).

The context and objectives of these hubs are described more precisely in Chapter III.2.2.

The contracting authority draws the attention of tenderers to point III.2.3 and the possibility of a change of site pursuant to Article 38 of the Royal Decree of 14 January 2013 laying down the general rules for the performance of public contracts and public works concessions.

This is a complete mission of ENSEMBLE AUTEURS DE PROJET. The multidisciplinary team to be appointed will be in charge of the following missions:

- a complete mission of architecture

- a complete stability engineering mission

- a complete engineering mission in special techniques

- a mission relating to EPB regulation (feasibility study + EPB manager)

- a security coordination mission (for the project and implementation phases)

- a mission relating to BIM

- a mission to survey the building and its direct surroundings

- a mission of responsible URE (rational use of energy) and sustainable approach.

The composition of the team must make it possible to carry out the missions that are part of the mission of the project author and are to be included in his fees.

The survey of the building to be demolished and its surroundings, including any survey necessary for the introduction of planning permission are part of the current mission.

Studies for the implementation of a car park and accesses are part of the mission. The surroundings close to the new building are also to be understood (study and budget works). The documents to be provided for these different phases are set out in Chapter III.

The team will be able to call on all the skills it deems necessary for the proper execution of the study and the work. The fees inherent in these possible additional skills must be included in the offer submitted. No additional fees will therefore be granted for any other competence unless it is specifically requested by the contracting authority.

The project author will also ensure the coordination mission of the various actors listed above and any external actors necessary to carry out the mission entrusted to him.
