Specialist planning for structural planning/statics according to HOAI § 49 ff

Brief description of the project:
As part of the fundamental restructuring of its offer in the field of participation in the workplace of Mündener Straße 45 in Kassel, the Sozialgruppe Kassel e. V. is planning to construct the new construction, refurbishment and conversion of the Kassel workshop 1. areas of day promotion, funding and care.
The office of Architekten BBO, Bielefeld, has created a plan to be implemented in the course of 5 construction phases by April 2026. The execution of the 1st and 2nd OAG is planned from approximately June 2022 to Feb. 2024, the 3rd to 5th BA from approximately Feb. 2024 to April 2026.
The award is to be carried out in the form of a procurement procedure in accordance with the Ordinance on Public Procurement Procurement (VgV) for structural planning in accordance with Section 49-52 and Annex 14 HOAI (2021). The technical planning of structural planning for work phases 1-6 is tendered.
The measure must be completed by April 2026.
Comprehensive knowledge, experience and references in the construction of public buildings, assembly buildings and plans for existing refurbishment shall be described and demonstrated in the offer. The construction, refurbishment and conversion of the Kassel Werkstatt I is intended to create an economical and energy-efficient building, including outdoor facilities, which is appropriate to the utilisation concept. The estimated total construction costs are expected to amount to EUR 15.4 million gross.
Objectives/priorities:
The room programme is illustrated in this draft and is coordinated with the user side and the award provider. The design documents are transferred digitally.
The bidder shall be entrusted with the performance phases 1 to 6 for stages 1 and 2 and with the performance phases 1-4 for construction phases 3-5. As a special service is to be offered for the evaluation of intermediate construction conditions.
The net construction costs according to DIN 276 are broken down as follows:
— KG 300:6 590 000,
— KG 400:2 750 000,
— KG 500:670 000.
The funding provider stated that it assessed the architectural and specialist planning services as similar services in accordance with §3 of the Procurement Ordinance. The estimated fees have been aggregated accordingly and are in this case above the current threshold for EU procurement of planning and service contracts. A European procurement procedure should therefore be carried out for these services.
Performance phases 1 to 6 are awarded for stages 1 and 2, and for stages 3 to 5, and performance phases 1-4 are awarded.
The following planning must be observed.
— The overall project coordination is carried out by the architectural office,
— Building Planning Architectural Office BBO,
— technical equipment (to be awarded in parallel),
— building physics, thermal protection certificate (to be commissioned),
— Fire protection concept (to be commissioned).
In addition, due to the funding amount, the subsidy is required to carry out a construction test.
Period:
The construction project is expected to start in 2021 and end in April 2026.
