NHS Gloucestershire Clinical Commissioning Group (GCCG) is seeking expressions of interest from suitable organisations which would like to be considered to take on the contract to provide Primary Medical Services to the patients that are registered with Gloucester Health Access Centre, Gloucester (6 285 patients [actual] as at 1.4.2017) together with the provision of an Urgent Primary Care Centre located in Gloucester City Centre offering a same day access service. The same day access service is accessible by all registered patients or people who are unregistered.

The same day access service is accessible by all registered patients or people who are unregistered.

The Primary Care Medical Services registered list will be delivered from 2 sites in Gloucester City, ideally at Eastgate House and from a site in Matson. The Urgent Primary Care Centre will ideally be located at Eastgate House.

The CCG envisages an exciting opportunity to deliver a service which will work towards reducing health inequalities between patients, in terms of access to health services, and the outcomes achieved with particular focus on the health inequalities which exist in Gloucester City.

Whilst GP-led, we would expect the provider to develop a care model based on a multidisciplinary team which reflects the needs of the patient population, is skilled in supporting greater self-care, is integrated into the community and works in partnership with other health, care and community providers locally. All of which will support practice sustainability for the duration of the contract.

The Urgent Primary Care Centre will be GP led and will also offer appointments with a range of health professionals, together with health coaching. Capacity provided by the Urgent Primary Care Centre will be part of an integrated urgent care offer for Gloucestershire and, in particular, the Urgent Care Centres as these develop.

The agreement to be entered into by the CCG and the successful bidder will be based on the Alternative Provider Medical Services (APMS) Contract. The single contract will be awarded on the basis of: overall cost effectiveness, the ability to provide a quality service as per the service specification, demonstrable clinical governance systems and the ability to provide a local service that meets the needs of the local population, with a particular focus on behaviour change to reduce health inequalities.

The CCG intends to award a new contract for a period of ten years. Please note the total contract value stated in the advertisement / contract notice is for indicative purposes only. Further details relating to the total contract value will be issued to short listed bidders at the Invitation to Tender stage of the procurement.
