Military aircraft. The DE&S has a requirement for a 'thin prime' contractor to manage the RACE project. It is anticipated that expenditure on management will be lightweight with the bulk of the funds going to the sub-contractors, although the thin prime contractor may also take on some of the work according to suitability. The thin prime contractor will be selected through competition. The RACE programme relates to Air Systems and therefore as a minimum a set of the selected sub contractors the thin prime proposes must include all members of the Industrial Working Group (IAWG), that wish to participate, though it is not necessary to be a member of the IAWG to be the thin prime. Neither the sub contractor, nor the prime contractor (should they be engaged in the work they are managing as thin prime) shall be permitted in excess of 20 % of the budget to give greater assurance that an Industry consensus is reached. The thin prime will be paid for the management tasks but should not expect to make a profit on sub contracted work.

Work will initially be led by DSTL, who will be separately tasked by DE&S and therefore will not be engaged as a sub contractor. It will include a number of workshops with the sub contractors to provide a Joint MOD/Industry structure and associated terms of reference and processes that can draw conclusions on the applicability or otherwise of currently developed Capability Agility techniques and any future improvements to those,to new and legacy upgrades to Air Platform Systems. These must be agreed by the Senior Responsible Officer (2* or above to be nominated later) within the MOD.
