The Province of Antwerp wishes to improve its way of drawing up, monitoring and reporting with regard to the annual personnel budget.

The Province of Antwerp wants to switch from complex budgeting at person level to a more transparent and simpler system based on a personnel framework (jobs). The tenderer is asked to provide new insights and to draw up the process, roles and responsibilities as well as support systems in 2023 and 2024.

The tenderer is asked to check the needs of the various stakeholders (heads of the internal and external services and the directors of the entities, the management team, the financial manager, the provincial registrar, the head of the HR department, the deputation, account managers, etc.). To then, taking into account these needs, provide new insights and design new processes with corresponding roles and responsibilities, as well as make suggestions for adequate support systems. The tenderer is also asked to guide the organization in the transition process from the existing processes and systems to the new ones.
