With around 7,200 employees, Forschungszentrum Jülich GmbH, a member of the
of the Helmholtz Association, one of the largest, interdisciplinary research institutions in Europe. Forschungszentrum Jülich GmbH conducts research into comprehensive solutions to the major societal challenges in the fields of energy and the environment as well as information and the brain. The aim is to lay the foundations for future key technologies. The organisational structure of Forschungszentrum Jülich consists of nine research institutes with 56 departments.
Forschungszentrum Jülich GmbH is owned by the Federal Republic of Germany (90%) and the State of North Rhine-Westphalia (10%). The scientific and technical work of Forschungszentrum Jülich is carried out in institutes and joint scientific and technical facilities.
The central site is located in the Szczecin forest with access from the city of Jülich via Leo-Brandt/Wilhelm-Johnen Strasse. The total area of the central site is approx. 2 km².
The scientific and technical requirements shape the infrastructure of the site and the approximately 240 buildings and structures with 1.4 million m³ of converted space.
The scientific infrastructure includes laboratory buildings for chemical and physical laboratories, buildings for electronics and general technology, for a data center and various large-scale equipment. Description of the task/distribution of the lots The object of the award is the conclusion of a framework agreement for object planning for buildings in accordance with § 34 HOAI for various projects on the premises of Forschungszentrum Jülich GmbH, primarily for renovations and conversions in existing buildings. Since the projects in the FZJ are very different in terms of the scope and nature of the individual measure, different lot groups were formed and various sublots were formed herein, which can be represented as follows:
Lot group 1 - Focus on feasibility studies and building applications:
This focuses on service phases 1 to 4 according to HOAI.
Lot group 1 is mainly used for the handling of projects in the development and initiation phase with the preparation of preliminary designs and cost estimates as well as for the preparation of building applications including cost calculations
Lot group 2 - Overall projects with all service phases:
This focuses on service phases 1-8 according to HOAI and is intended for handling overall projects.
Lot group 2 is mainly used to handle overall projects, which usually includes all HOAI's service phases (1-8). This lot is intended to be able to handle projects beyond service phases 3 and 4 up to construction management.
Both lot groups are based on estimates of future project scopes and therefore represent a forecast. How the individual call-offs are presented, which service phases are called up exactly, how high
the call-off value is concrete, is unclear at the time of preparation of this framework agreement and can only
be decided individually in the specific case of the order – there is no entitlement to the commissioning of the above-mentioned service phases per sublot.
Both lot groups consist of an estimated number of retrieval and an approximate average value per call. The information is understood as “approximate values” and can be varied in both directions. For all untees, a maximum release size per single release is also named — this value represents the maximum planned total per individual work order — this value is also an approximate guideline and can vary in individual cases.

Underlots 1a and 1b are aimed specifically at smaller, local and medium-sized offices, which are to be given the opportunity to process orders for the FZJ via these lots. This is the stated strategy of the FZJ to specifically promote small and medium-sized enterprises. Specific selection and award criteria have been defined for this sublot, which differ from those applicable to the other sublots.
For sublots 1a and 1b, the otherwise required substitute regulation (deputy project manager) is waived within the framework of the eligibility criteria. Here it is sufficient to appoint a project manager who, for example, is also an office owner and handles the projects alone.
For this sublot, other eligibility criteria are also mitigated compared to the remaining sublots. Details are described in the attached subsections.
