The contract covers the provision of software relating, on the one hand, to administrative management of human resources and, on the other hand, to financial, accounting and budgetary management.
Implementation of a human resources financial management solutionThe contract covers all the services and obligations as specified below for an administrative human resources management solution, either in summary, the operational commissioning of this solution, and then the hosting and support of the solution.
The implementation of the solutions will be phased.
The 1st phase aims to carry out the operational commissioning project comprising:
• The installation of at least one working environment of the solution for development, testing, training, on a server infrastructure hosted and managed under the full responsibility of the successful bidder;
• The parameterization of the solution and the specific developments around it to meet the specifications set out in these special specifications;
• Unit, integration and performance tests to be performed to ensure that the solution is fully operational and complies with the specifications of these specifications;
• The provision of technical and user documentation of the solution according to standards to be agreed;
• Training of key users of the solution and managers of the solution to the Province and provision of training materials;
• Support to the Province during the phases of operational commissioning and provisional and final acceptance.
The 2nd phase, from the operational commissioning, targets the hosting service and support services:
• The installation of several work environments of the solution and at least one production work environment1 and another work environment (for development, testing, training) on a server infrastructure hosted and managed under the full responsibility of the successful bidder;
• Hosting the solution's work environments until the end of the contract;
• Advice, technical and functional support for the use and operation of the solution by the Province;
• Corrective maintenance of the solution until the end of the contract;
• Adaptive maintenance of the solution until the end of the contract;
• Evolutionary maintenance of the solution, according to predefined operational and financial terms until the end of the contract;
• Coordination with the Province, in particular through regular meetings with it and via reporting to the senior official and the Steering Committee, on the evolution of the project from the award of the contract to its expiry and according to modalities to be defined by mutual agreement;
• At the end of the contract, the exit transition and knowledge transfer to the teams responsible for ensuring, at the end of the contract, the operational implementation of a human resources management solution.
