The acceptance point was combined in one lot by the tendering body.
Information on the rating:
The contract shall be awarded to the most economical tender meeting the terms of the invitation to tender. The sole award criterion is the lowest price.
The evaluation of the present procurement model is carried out per lot according to the specifications of number 10 of the service description.
If no economic offer is received, the invitation to tender will be cancelled. Costs for processing the offers will not be refunded.

Information about the company, references, proof of performance / reliability:
The bidder must name a contact person and representative in the "Bidder's Declaration" form.
He must also provide information on the company and turnover in the form. According to § 45 (2) VgV, the minimum turnover must be twice the estimated net order value (energy free at the point of purchase including all taxes and duties only excluding VAT) per lot on which the bid is placed.
Furthermore, he must enter references to the services provided in recent years of comparable magnitude in the field of energy supply in the reference list. For this purpose, 4 energy deliveries to comparable customers of comparable magnitude and comparable periods of time (delivery period of the final energy delivery at least 2 years each) from the years 2019 to 2022 must be entered in the reference list.
Where applicable, the nature and scope of the services that the tenderer intends to subcontract shall also be indicated.
Where applicable, information on working groups / bidding consortia must also be provided.
As proof of reliability, the notification pursuant to Section 5 of the EnWG or a comparable national declaration or equivalently meaningful evidence (e.g. approval pursuant to Section 3 of the EnWG or a comparable national declaration) must be attached. In order to prove reliability, unless there is a notification pursuant to § 5 EnWG and/or no approval pursuant to § 3 EnWG or no comparable national declarations (e.g. in the case of so-called "old suppliers"), it must be declared as an alternative to the above statements that as so-called "old suppliers" they do not require the notification pursuant to § 5 EnWG or the approval pursuant to § 3 EnWG.
Alternatively, the submission of a "Single European Self-Declaration" is permitted as proof of reliability. For this purpose, the requirements of Commission Implementing Regulation (EU) 2016/7 of 5 January 2016 introducing the standard form for the Single European Self-Declaration apply.
In order to prove reliability, it must also be stated that the regulatory authority has not prohibited the bidder from carrying out the activity in whole or in part in accordance with Section 5 EnWG and that concerns that personnel, technical or economic performance or reliability is not guaranteed have not yet been reported by the regulatory authority.
Furthermore, it must be declared that the bidder has not participated in any agreements or acts that violate antitrust or restrictive competition and that no changes have been made to the tender documents.
