Espeland water treatment plant will be upgraded with a new water treatment process in order to satisfy the present requirement for two barriers against parasites so that the plant has the same hygienic security as the other four water treatment plants. The new water treatment process will also entail a decolouration step for raw water from Svartavatnet. In addition, the maximum water production will be increased from the current rate of 67,000 m3 per day to 80,000 m3 per day. In order to optimise Espeland power station, the intake will be constructed such that power production is more independent of water production.

The contract work for E61 machine and process contract comprises:
- Complete delivery and assembly of machine and process equipment for Espeland Water Treatment Plant.
- In addition, E61 will deliver various casting goods for E21 main contract at an earlier stage in the project.
