Moyle Interconnector Ltd is procuring an EPC contract (OJEU Contract Notice 2013/S 220-383923) to supply and install 2 medium voltage cables between its existing HVDC Converter Stations located at Auchencrosh, Scotland and Ballycronan, Island Magee, Northern Ireland. Full delivery of the EPC Contract is expected to be before the end of 2017. Moyle is procuring a series of specialist technical consultancy framework contracts which will be in place for the duration of the EPC contract. This will enable Moyle to access experienced and competent resources to build a Client project management team which will manage and deliver the EPC contract to meet Moyle's objectives to ensure compliance, product integrity, timely delivery and efficiency. The project management team will report to and be led by a highly experienced EPC Project Director.

The Project Management Team will be responsible for managing the EPC Contract and a number of specialist technical consultants that will have been appointed under separate Frameworks. Consequently, applicants must demonstrate experience of delivering the required services on a project undertaken in a similar HVDC marine environment, as this is deemed essential for the success of the project.

The roles of the Framework Consultant (Project Management Team) services will include:

Project Management.

— Project management, quality monitoring and control and assurance in relation to the EPC contract;

— Factory manufacture, test and site installation monitoring and reporting, quality monitoring and reporting in relation to the EPC contract (the inspection and installation supervision to be carried out by other frameworks suppliers);

— Monitoring and checking the progress and reports on a day-to-day basis of the Works and the performance of the EPC Contractor;

— Provision of Project Quality Plan and ensure full compliance with the Quality Plan;

— Maintain and report against project schedule in ‘Microsoft Project';

— Propose and maintain a Document Control system capable of integration with the Client and the EPC Contractor;

— Coordinating and liaising with the Warranty Surveyor, Land Liaison Officer and Fisheries Liaison Officer and ensuring that the EPC Works meet with their requirements;

— Coordinating and liaising with transmission network operators and owners to ensure the co-ordination of the work at Ballycronan and Auchencrosh converter stations and their grid substation interfaces in Northern Ireland and Scotland respectively.

Commercial Management.

— Commercial Management of the EPC contract and the Technical Framework Consultants (3no), including contract administration, statement reviews, invoices, payments, review, advise and control cost variations;

— Prepare a Finance Report at regular intervals detailing costs associated with the EPC contract and the Technical Framework Consultants.

Health and Safety Advisor.

— Management of all HSE, technical and commercial aspects of the EPC contract to achieve best in class HSE culture and performance together with ‘on-time' and budget delivery;

— Ensuring the Works are being carried out by the EPC Contractor in accordance with the EPC contract documents and to the standards of safety, quality and performance required by the EPC contract, Statutory Regulations, all licenses and consents, the security authorities, the Owner's agreements with third parties, and by other applicable requirements.

CDM-Coordinator.

— Discharging the role of CDM Coordinator as required by the Construction (Design and Management) Regulations (Northern Ireland) 2007 including production of a suitable Health & Safety File on completion of the Works.
