In common with other jurisdictions, Jersey faces significant challenges in ensuring the availability of high quality mental health and social care services within a financially affordable sum. There are also some unique challenges, for example workforce pressures, limited services in the community, clinical viability and cost pressures due to diseconomies of scale.

In order to fully understand the future options for providing high quality mental health services, a system-wide review is required to guide the future strategy and planning of mental health services on the Island

The States of Jersey Health and Social Services Department (HSSD) wish to engage an experienced, qualified provider to deliver two strategic elements:

Produce a written review of the current mental health system.

Produce a whole system mental health strategy.

The principles underpinning the approaches used to complete and deliver a mental health service review include;

— Building capacity and ownership of the review process and its recommendations across services and agencies;

— Ensuring the voice of the customer is identified and shapes the future service delivery;

— Empowering front line practitioners to have an influence and construct the services that they deliver;

— Create a sustainable local resource that can champion recommendations and build better mental health services in the future.
