Construction of a pole and student accommodation and link to the Maison des Arts, place de la Reine 14, 15 and 16 at 1030 Schaerbeek

The purpose of the contract is to complete a project author for architecture, engineering, consulting in energy performance of buildings (PEB) and coordination of safety and health, in the context of renovation and / or the demolition of 3 residential houses (on plots place de la Reine nº 14, 15 and 16) and the construction of a building housing a student center composed of public facilities and student accommodation. This project is part of a context with a strong urban and heritage character, it will endeavor to create a link and an interface with the Maison des Arts and the Place de la Reine.

This project is being developed by the contracting authority under the Brabant | Nord | Saint-Lazare urban renewal contract.

The purpose of the contract is to complete a project author for architecture, engineering, consulting in energy performance of buildings (PEB) and coordination of safety and health, in the context of renovation and / or the demolition of 3 residential houses (on the plots, Place de la Reine nº 14, 15 and 16) and the construction of a building housing a student center composed of public facilities and student accommodation. This project is part of a context with a strong urban and heritage character, it will endeavor to create a link and an interface with the Maison des Arts and the Place de la Reine.

The project consists of installing equipment that aims to enhance a student center in the neighborhood and meet the need for a unifying meeting place.

The development of the Place de la Reine and its surroundings (AR. 14), the contracting authority of which is the responsibility of Bruxelles Mobilité, is intrinsically linked to the development of a student center on the Place de the Queen.

It is expected that the reflection and conceptualization of the project will not be limited to the student pole project, but will integrate the urban issues of the other operations of the CRU and more particularly of the AR.14 operation.

Moments of meetings will be organized in partnership with Brussels Mobility and the design office in charge of the redevelopment of the Place de la Reine with a view to building 2 coherent projects and having an ambitious vision on the future of the place and its peripheries.

Particular attention should be paid to the urban and architectural context in which the building is located. The situation of the buildings, between 2 major buildings that are the Sainte-Marie church and the Maison des Arts, implies a subtle architectural gesture and respectful of the setting (site classified around the Sainte-Marie church and around the Maison des Arts ). The dialogue between ancient and contemporary architecture is a primary point of attention to which the contracting authority will be very attentive.

The architecture of the new building must, like the current houses, constitute an architecture to accompany the listed building of the Sainte-Marie Church and in particular recall the context of construction, the rhythm of the plot, the size of the buildings , the shape of the roof and the cornice line.

The sustainable approach of the project will be central and transversal. The contracting authority wishes to implement innovative solutions. The building must integrate the concepts of sustainable construction, in particular by respecting the energy performance standards in force and by targeting the use of sustainable materials or reuse or from a short circuit. Focus and attention will be given to the choice of construction materials (provenance of materials, manufacturing and implementation processes, analysis of the reversible and removable nature, favoring assemblies, etc.). In the event of a complete or partial demolition, a pre-demolition inventory and an analysis of existing materials on site will be requested in order to assess the possibility of reuse (in situ or ex situ).

Finally, the design of the building will be reversible / adaptable: economy of functionality, free plan. The building must be scalable to meet the changing needs of the occupants. Spaces must not only be flexible to allow the appropriation of places by different audiences and the pooling of spaces, but must also be flexible over time to evolve with the needs of students and the neighborhood. The design office will also have to prove the adaptability of the plans to another function (accommodation for example).
