The contracting entity invites tenders for a framework agreement on electric vehicle charging stations as a one-off investment and at a monthly charge, including the necessary charging power and connection solutions, load management, solutions for limiting the use of the charging station, design and installation work, and maintenance in accordance with the tender documents.
The procurement is divided into two (2) sub-entities:
1. Charging stations for electric cars as a one-off investment
2. Charging stations for electric cars with a monthly fee
The framework agreement shall include:
1. Products
2. Services
3. Customer service
4. Ordering and delivery process
5. Earthworks, including possible penetration of foundations
The tendering process is carried out through an open procedure, on the basis of which a maximum of three (3) highest-scoring contract suppliers per sub-entity are selected for both sub-entities 1st and 2nd. The same tenderer may be selected for several sub-packages. Procurements below the national threshold can be made from any contract supplier of the sub-entity. Contracts above the national threshold will be subject to mini-tendering between the contract suppliers selected for the sub-entity in question.
The contract period is four (4) years. The contract starts at the earliest when the procurement decision has become final.
Additional questions concerning the tendering process must be submitted in accordance with the tender documents in the Tender Service portal by 3.3.2023 by 12:00.
Charging stations for electric cars as a one-off investmentThe contracting entity invites its customers to submit tenders for electric vehicle charging stations as a one-off investment, including the necessary charging power and connection solutions, load management, solutions for limiting the use of the charging station, design and installation work, and maintenance in accordance with the tender documents.
On the basis of this framework agreement, it is possible to procure charging solutions for rechargeable vehicles as well as related products and services. The customer may procure charging solutions for rechargeable vehicles and/or products and services related to charging solutions that are the subject of the framework agreement as entities according to their own needs. An 11 kW and 22 kW basic charger (smart) is used as charging stations. Charging stations may be equipped with one or two boxes, provided that the power required per parking space is met. The purchase of a charging system may include all equipment, purchases and installations specified in the system entity. The system entity is defined by object.
Services related to the charging solution include, for example, site-specific design, installation of equipment with electrical and cabling work, maintenance and repair services, and equipment operation. Products and services that facilitate the use of the charging station and are directly included in the charging station, such as the implementation of charging point reservations, capabilities and pre-cabling of charging points, electrical switchboards, transformer substations, signs and signs with their installations, tapings and painting of parking spaces, are also included in the procurement target. The object of the procurement also includes earthworks and asphalting work, when they are directly related to installed charging devices, charging point capabilities, pre-cabling or charging post foundations.
The products and services related to the charging solution that are the subject of the procurement will be procured as a one-off investment so that the products remain in the Customer's ownership (excluding the components serving the billing system) and the Supplier enables operator billing to the charging station acquired by the Customer. The tenderer must indicate in the tender if such components are included in the offer. In other words, the supplier is also responsible for the implementation of operator invoicing that meets the requirements, either as a service it produces itself, as a subcontract or by offering it as a group. Devices must also be available for purchase without connection to operator billing.
The amounts indicated are an annual estimate. Estimates are not binding on either the contracting entity or the buyer. The tenderer must provide all prices in the form of VAT 0%.
