Background
The Employment Service has a sectoral responsibility for disability issues in labour market policy, which means, among other things, that persons with disabilities on an equal footing as others will be able to take part of the Employment Service and the labour market policy efforts.
The Employment Service is also mandated to make available activities to persons with disabilities under the National Action Plan for Disability Policy. In line with these missions, labour market policy activities, i.e. both the services of the Employment Service and the labour market policy programmes, shall be available to persons with disabilities.
For childhood deaf, deafblind, adult deaf, hard of hearing and people with speech and/or language disorders who need an interpreter to be able to communicate, interpreter support must be offered in contacts with the Swedish Public Employment Service in individual conversations, group initiatives, as well as when participating in labor market policy programs and initiatives.
According to Section 13 of the Administrative Procedure Act (2017:900), an authority must use an interpreter and ensure that documents are translated if necessary for the individual to be able to exercise his or her rights when the authority has contact with someone who does not speak Swedish. Under the same conditions, an authority must use an interpreter and make the content of documents accessible when it has contact with someone who has a disability that severely limits the ability to see, hear or speak.
The requested service should in no way replace the regions' assignments for everyday interpretation, but it should provide the target group with interpreter support in order to be able to take part in labor market policy activities on equal terms with other citizens.

Tender opening
Tenders are opened at the Swedish Public Employment Service. At least two (2) officials from the Purchasing and Marketing department will participate in the opening of tenders. The opening of tenders is not public. However, at the request of a tenderer, a person appointed by the Chamber of Commerce may be present. Costs for this must be borne by the person making the request.
