The Saarland intends to award the HLSK services of LPH 2-8 in accordance with Part 4 Section 2 §§ 53 ff HOAI Technical equipment of plant groups 1-3 and 7 for the new Teaching and Research Building 12 of the htw saar (Saar University of Applied Sciences) in a negotiated procedure with TNW.

The htw saar (Saar University of Applied Sciences) has been recording a steady increase in the number of students for years. For this reason, a new building for teaching and research, the so-called Building 12, will be built at the Alt-Saarbrücken campus, for which an adjacent plot of land has been acquired. The requirements plan for the teaching and research building includes usable areas NUF 1-6 of 3,000 m² with seminar rooms, practical rooms, specialist rooms, study rooms, professors' and staff offices as well as foyer, kitchenettes, storage rooms, copy rooms, first aid room and NUF 7 of 850 m² with cloakroom, toilet facilities, technical rooms and server rooms.

The building will be used by the Faculty of Engineering, with the thematic areas of Mechanical Engineering, Electrical Engineering, Biomedical Engineering, Computer Science, Mechatronics Sensor Technology, Applied Artificial Intelligence, Production Informatics, as well as by the Faculty of Architecture and Civil Engineering with the thematic area of Civil Engineering.

The preliminary construction costs (KG 300 + 400) amount to approx. EUR 26.5 million gross. Approximately EUR 35 million gross total construction costs are expected.

If necessary, the use as seminar rooms must be planned using the Ordinance on Places of Assembly (VStättVO).

The new teaching and research building 12 is to be certified according to the Sustainable Building Assessment System (BNB). For the construction project, an overall degree of fulfillment greater than 65% is specified. In order to ensure the certification of this construction project in the BNB Silver Standard, an external BNB coordinator will be involved by the contracting authority for the entire course of the project.

Saarland, represented by the Ministry of the Interior, Building and Sport, represented by the State Administration Office (LaVA), State Building Authority, will act as the client and client for the project.

Important note on the project period:

Completion of the construction project is scheduled for the third quarter of 2027.
