This procedure consists of two phases:

- Pre-qualification: the contracting authority acquires the applications submitted by the economic operators for participation in the tender in response to the call for tenders and verifies the possession of the required requirements;

- Invitation to tender: with the invitation letter, the contracting authority invites qualified operators to submit a tender and provides all the necessary information, transmitting, only at this stage, the details of the administrative conditions and the related technical specifications of the requested service.
