Staffordshire County Council Substance Misuse Commissioning Team in conjunction with
the Alcohol and Drug Strategic Partnership Board (including representatives from
South Staffordshire PCT) have commissioned an Integrated
Substance Misuse Services (ISMS) within five Staffordshire prisons.
This is to replace other existing services including the current Integrated Drug Treatment Service (IDTS - clinical) and CARATS (Counselling, Assessment, Referral,
Advice & Throughcare Services - psychosocial), accredited programmes and compact based drug testing and will be replaced with a fully integrated service incorporating
elements from all of these services. There are five establishments included in this process which are as follows and it is the intention of Staffordshire County Council
SMCT to award 2 cluster contracts to the successful bidder(s):
Cluster One:
HMP and YOI Brinsford – Male, Young Adults. Remand and Sentenced
HMP and YOI Drakehall - female closed
HMP and YOI Swinfen Hall - Male YPs and Cat C Adults, 4 years to life
Cluster Two:
HMP Featherstone - Adult, Male Cat C trainer
HMP Stafford - Adult, Male Cat C trainer
Key elements of the service include:
- Delivery of an integrated service including clinical treatment, in particular the
provision of national standard stabilisation, detoxification and substitute
prescribing regimes; short term and medium term accredited and non accredited psychosocial interventions aimed at drugs and alcohol; voluntary drug testing.
- To work collectively to strengthen links between drug treatment in prison and the community to ensure continuity of care with emphasis on help and support from outside the treatment system
- Meeting clear outcomes, focused on recovery, to improve efficiency and effectiveness
- Diversity and equity of access to services
