The subject of the contract is the service of collecting municipal waste from owners of real estate residing in the City and Commune of Działoszyn and from units belonging to the City and Commune of Działoszyn and their management together with equipment with containers (with lid, equipped with wheels) / containers or properly for collecting municipal waste in the City and Commune of Działoszyn in accordance with the principles of national law and local law.

The order was divided into 2 lots:

Part I - Collection of municipal waste from owners of real estate residing in the City and Commune of Działoszyn

Part II - Collection of municipal waste from units belonging to the City and Commune of Działoszyn

Part I - Collection of municipal waste from owners of real estate residing in the City and Commune of Działoszyn

I.1.1 The scope of the subject (part) of the contract includes:

1) collection and management of mixed unsorted municipal waste with the code 20 03 01 collected in containers located next to residential buildings.

2) collection and management of waste selectively collected directly from property owners ("at source"):

a) paper and cardboard, including codes

b) plastics, metals, multi-material packaging

c) colorless and colored glasses with a code

d) biodegradable waste with particular regard to bio-waste

e) household ashes with a code

3) collection and management of the waste listed below separately collected at the Municipal Selective Waste Collection Point located in Działoszyn at ul. cemetery:

a) expired drugs;

b) chemicals (paints, solvents, waste oils);

c) waste batteries and accumulators;

d) waste electrical and electronic equipment;

e) furniture and other bulky waste;

f) construction and demolition waste constituting municipal waste;

g) used tires - from commercial vehicles in the household;

h) biodegradable waste, with particular emphasis on bio-waste, including green waste;

i) household ash.

4) collection and management of bulky waste, used tires - from commercial vehicles in the household as well as electrical and electronic equipment through a double collection in the City and Commune of Działoszyn.

Collection will take place on dates agreed with the Employer.

I.1.2. Municipal waste will be collected in containers or bags. Containers or sacks will be provided by the recipient of waste and will place them in places indicated by property owners. The number of single-family buildings, the estimated number of containers or bags and the number of waste collection sites as well as the required frequency of collection will be given below.

I.1.3. As part of waste management, the waste collector is obliged to transfer the collected mixed municipal waste and green waste as well as residues from sorting of municipal waste intended for storage to a regional or substitute regional installation for municipal waste processing, appropriate for region II in accordance with the Waste Management Plan of the Łódź Voivodeship.

In accordance with art. 6d paragraph 4 points 5 of the Act of 13.9.1996 on maintaining cleanliness and order in municipalities, the offer should include installations, in particular regional municipal waste processing installations, to which the entity intends to transfer the above mentioned waste.

I.1.4. In the case of separately collected municipal waste, as part of waste management, the entity collecting waste is obliged to transfer it to the recovery and disposal installation, in accordance with the waste hierarchy referred to in art. 7 of the Act of 27.4.2001 (Journal of Laws 2016 item 1987) on waste.

I.1.5. The entity will be required to collect any amount of municipal waste produced by persons residing in the property, which means collecting containers put out at the property along with additional containers or bags.

The subject of the contract is the service of collecting municipal waste from units belonging to the City and Commune of Działoszyn and their management together with equipping these units with containers (with lid, equipped with wheels) / containers for collecting municipal waste in accordance with the principles of national law and local law .

1) list of units belonging to the Town and Commune of Działoszyn and real estate equipment with the following containers

- marketplace located in Działoszyn at Ogrodowa Street - 11 containers with a capacity of 1100 liters

- the square of the Town and Commune Office of Działoszyn located at 21 Piłsudskiego Street - 4 containers with a capacity of 1100 liters

- square of the transport and material base of the Działoszyn Municipal and Commune Office located at Ogrodowa Street - 1 KP7 container with a capacity of 7,000 liters

- the square of the commune Shelter for Homeless Animals located in Trębaczew at 12 Accessowa St. - 1 container with a capacity of 240 liters

- stadium at ul. Cemeterowa in Trębaczew - 1 container with a capacity of 240 liters

2) Frequency of exporting solid waste:

- from the market located in Działoszyn - once a week

- from the Town Hall and Commune Square - once a week

- from the transport and material base square - for telephone notification, not later than within 2 days from the date of notification, but at least once a month,

- from the square of the Commune Shelter for Homeless Animals - twice a month,

- from the stadium in Trębaczew - once a month.

II.1.2. As part of waste management, the waste collector is obliged to forward the municipal waste collected to a regional or substitute regional municipal waste treatment installation, appropriate for region II in accordance with the Waste Management Plan of the Łódź Voivodeship.

In accordance with art. 6d paragraph 4 points 5 of the Act of 13.9.1996 on maintaining cleanliness and order in municipalities, the offer should include installations, in particular regional municipal waste processing installations, to which the entity intends to transfer the above mentioned waste.

II.1.3. The scope of the contract also includes:

- disinfection of containers used to collect municipal waste on the premises of units belonging to the City and Commune of Działoszyn at least twice a year,

- washing and disinfection of containers, the emptying of which will take place at the storage and transport base of the waste recipient or at the regional or substitute regional installation for the treatment of municipal waste or installations for the recovery and disposal of municipal waste. The Employer requires that containers that will be emptied on the above-mentioned areas be washed and disinfected for reasons of sanitary safety.

II.1.4. Equipping the appropriate containers with units belonging to the Municipal and Commune Office of Działoszyn will take place no later than by 2.1.2020.

II.2. Collection of municipal waste will take place in accordance with the schedule agreed with the Ordering Party and delivered by the waste recipient to the Ordering Party by 31.12.2019 at the latest.
