ICT system construction support services
The Finnish Defence Forces Logistics Command (hereinafter referred to as the Procurement Unit) requests your participation from ICT system construction support services for the Finnish Defence Forces in accordance with this request for participation and its appendices.
The target of the procurement is the support services for the construction of ICT systems belonging to the management system sector of the Finnish Defence Forces and the human resources required for their production. This is a service procurement that will provide technical support for the ideation, conceptualisation, design, construction, development and testing of the Finnish Defence Forces' ICT systems, as well as integration activities and service production, for three years 2024–2026. The contract also includes a two-year option for 2027–2028. The purchase does not include equipment or license deliveries.
The service can be used to separately order human resources for tasks related to the definition, design, construction and commissioning of projects and projects, such as digitalisation and ICT architecture. The operations are closely linked to cooperation with the internal stakeholders of the Finnish Defence Forces and the external supplier network. The external supplier network operates in a multi-vendor environment, where the work performed by each supplier varies according to the changing needs of the client.
The service supports the Finnish Defence Forces' organisations in the following entities:
- Brainstorming, defining, designing, steering and building system design and architecture to meet the set goals
- Life cycle planning of systems and preparation of operating models including roadmap for different phases of the project
- Guiding system development to meet goals and performance requirements
- Support for technical specifications and descriptions of projects (supporting the technical project manager at different stages)
- System design, construction, productization, transfer to production and lifecycle management tasks
- Technology-related advisory services related to solution architecture and available technologies (mapping).
