KIS-BW

The subject of the tender is the redesign of the application and process administration (KMB) and the information system for the ordnance disposal service (IS-KMBD) into a multidisciplinary ordnance information system Baden-Württemberg (KIS-BW) as well as the necessary adaptation of the geographic information system to ArcGIS Pro as the basis for both future-oriented and efficient property and geodata acquisition as well as archiving. With the redesign of a weapon information system in Baden-Württemberg (KIS-BW), the factual data from the administrative level is linked to the geodata from the geographic information system.

This is intended to create an effective and efficient administrative structure that not only shortens the processing times, but also ensures the quality of the application and process management as well as the stock management of the weapons. As a result, the susceptibility to errors in the input and transfer of factual and geodata is also reduced. At the same time, better integration of external data must be guaranteed.

With the introduction of the e-file, the digitization of analogue data will increase in the Stuttgart regional council in the next few years. The new ordnance information system (KIS-BW) should be able to generate and output all forms and notices required by the specialist departments in a standardized and automated manner. Furthermore, reports are automated for all billing-relevant processes and generated with the appropriate parameters for transfer to the billing office.

Ultimately, increasing standardization of administrative work processes and the associated interdisciplinary data exchange contribute to an increase in efficiency and significantly contribute to the future-oriented orientation of the KMBD.

Data protection and IT security of the software components must correspond to the state of the art.

The contractor is responsible for bringing the software into an operational state.

The bidders are free to choose how they provide the aforementioned services. The services can be provided both independently and through the use of partner or subcontractors.

The framework agreement begins after the successful award and runs for 1.5 years.

The client assumes that approximately 330 person days (1 day corresponds to 8 working hours) will be incurred for the items listed and that the implementation will be completed by December 31, 2021. This is an estimate as a calculation basis for the bidder. The actual number of man-days called up may vary.

In general, in the case of further developments after a briefing by the client, the contractor should provide an estimate of the effort on this basis. This must then be released for implementation. Billing is based on actual effort and on proof.

Hours not used should not be accumulated as credit. Within a proof of activity, the hours are broken down every quarter of an hour and sent to the client together with the invoice as an invoice-based document. The service is billed quarterly. Services can also be previously defined sub-steps in the project (see performance record).

The framework agreement includes the services as listed in the contract award documents. The specified quantities are estimated quantities. The framework agreement does not include any guaranteed quantities.
