The contracting authority needs a framework agreement for machine contractors for water and sewage services. One of the objectives of the framework agreement is ensuring efficiency for the procurement processes. It is also a goal that the framework agreement will ensure stability and predictable frameworks.
The idea is that the framework agreement will cover most of the contracting authority's continual need for the services mentioned in this contest. The contracting authority will have the right, but not an obligation, to use the framework agreement. Some of the tasks can be solved by internal capacity, or in collaboration with other municipalities. Large/special projects can be published as new tender contests by the contracting authority.

The total turnover for such services will vary, but it is usually approx. 10 000 000 — 12 500 000 NOK a year based on experience and expectations. This means that the total value of the framework agreement can be between 40 000 000 NOK — 50 000 000 NOK.
The contract period is 2 years. The planned start-up date is March 2020.
The contracting authority intends to enter into a framework agreement for the areas mentioned below. The intention is to award a contract to several tenderers within each contract area, so that the contracting authority has its need met through parallel framework agreements.
The contracting authority will split the procurement into 2 contract areas:
1) Planned assignments; and
2) Urgent assignments.
The contract areas are split into 2 zones:
1) A geographical area that covers the previous Holmestrand Municipality; and
2) A geographical area that covers the previous Sande Municipality.
A framework agreement will be signed with 3 tenderers for each contract area and under each zone, provided that there are sufficient suitable tenders from qualified tenderers.
