Norwegian Nuclear Decommissioning has been given the task of clearing up after Norway's nuclear activities at Kjeller and in Halden. The decommissioning of the sites includes the removal of radioactive sources, disassembling equipment and systems, demolishing structures and buildings, and transferring radioactive material to a site that is certified to receive, store and dispose of the material.
The contracting authority would like to establish parallel, non-exclusive framework agreements for technical support within design, construction, and safety cases. The scope includes engineering design services and planning for new sites, upgrades/modifications of existing nuclear and non-nuclear sites that will be transferred to NND in ongoing entity acquisitions, as well as support with concession applications. The contracts will support the contracting authority in the work of establishing all the necessary technical basis as well as preparing safety cases for new and existing sites, so that these fulfil the owner and operation concession requirements.
The contracting authority would like to establish parallel, non-exclusive framework agreements with 2-3 tenderers for technical support within two main areas:
- Technical engineering, and
- Safety Case and Safety Assessment.
The contracting authority will need third party verification for both technical engineering and safety cases and safety assessment, in the form of independent inspections of the work that been carried out.
The scope includes engineering design services and planning for new sites, upgrades/modifications of existing nuclear and non-nuclear sites that will be transferred to NND in ongoing entity acquisitions, as well as support with concession applications. The contracts will support the contracting authority in the work of establishing all the necessary technical basis as well as preparing safety cases for new and existing sites, so that these fulfil the owner and operation concession requirements.
