A joint project by the Ministry of Environment and the Finnish Environment Agency is aimed at transitioning the real estate and construction sector to the digital age. The design and construction permit data for the environment built under the project will be assembled in a uniform format. To this end, a nationwide Built Environment Information System (RYTJ) will be created in broad cooperation. Much of the information on land use and building permits is generated in municipalities and is used by government agencies as well as municipalities and private enterprises. The reform will benefit both the data producers and its users. When implemented, the information system eliminates duplicate collection of information, makes information more up-to-date and accessible

Action Plan for 2022 and Implementation: The Operational Measurement Plan for Communication in conjunction with the Subscriber includes acts of communication scheduled during the contractual period and taking into account the different focus groups. As a rule, the supplier is responsible for implementing the plan and is updated as the work progresses.

• Communication plan for 2022 following the lines of communication for the whole project

• Monitoring and measuring communications. Communication metrics are defined in communication alignments. The communications consultant monitors the fulfilment of goals with the subscriber through topics such as web traffic, media hits, as well as appearing on partner channels, feedback from opportunities, and interviews with key stakeholders.

• Newsletter (about 8 issues per year) Newsletter No 5/21.

• Maintenance of the project's general brochures and main messages (can be found on the website and the lines of communication)

• Visual representations and illustration of change with images

• Communication coaching and support of the team in surprising communication situations

• Articles for partners and periodicals

• Media cooperation and events

• Communication support and folding of training material

• Event organizing and materials for events, including infographics, memory lists, data cards, wallpapers

• Participation in designing the look and content of the new web service

The offer asks for a breakdown of the anticipated time and amount to be used to develop a communications plan. The remaining budget is allocated as monthly aid for the contract period. A monthly workload is agreed with the vendor, consisting of contact, material production, contact with focus groups, and other work included in the communication plan.

The selected supplier does not have exclusive rights to the communications of the Submission project, but communications services can also be purchased from other vendors.

The tender offer also includes a conditional year option provisionally for the period from January 1, 2023 to December 31, 2023. The option is the same content as the actual RFQ. The option is also asked for a price in the solicitation.
