The Procurement intends to engage in a public private partnership to design (Design) and (Build) the renovation of the Swimming Pool De Kleine Dender in Ninove, with the mandatory option to maintain and operate the bathing water.
In doing so, the Procurement may, within the compulsory option, call upon the retained tenderer for the maintenance and operation of bathing water as a service. The detained tenderer will receive a quarterly remuneration from the Procurement for the maintenance and operation of bathing water on a quarterly basis. Revenue related to the pool complex is due to the Procurement. The latter is never required to illuminate the option.
This assignment is a DB (MO) project, namely:
a) the design of an architectural design for the renovation of the De Kleine Dender Swimming Pool in Ninove, including limited exterior construction;
b) the renovation of the De Kleine Dender Swimming Pool, including limited exterior construction;
c) the technical and construction physical maintenance of the refurbished pool complex, including limited exterior construction (mandatory option); and
d) exploiting the refurbished pool complex, including limited outdoor construction (mandatory option);
4. The programme of refurbishment requirements is indicative of the following technical and infrastructural provisions:
a) build new instructional pool with movable bottom. This can be used for swimming lessons, as well as therapy swimming, kiné, etc. - size still to be determined;
b) on top of the instructional pool there is a mirror room with wooden floor for dance, yoga, martial arts,... - size still to be determined;
(c) a new reception and new changing rooms should be built (if the instruction bath is built in the existing changing rooms);
d) the new changing rooms must meet the new capacity of the bath and mirror room;
e) with separate changing rooms and showers for the mirror room;
f) the recreational area needs to be fully refurbished;
g) all floor tiles need to be replaced and the underlying base layer needs to be rebuilt;
h) the entire faience in the swimming pool needs to be renewed or to some extent faience and above that finish with water repellent paint swimming pool;
(i) the windows of the swimming pool should be replaced or remove and replace the foliage film from the windows;
j) renewal of the whirlpools including technical installation and PLC, or replaced by a worthy alternative to recreation;
k) underwater LED lighting should be functional everywhere;
l) electronic information board in the swimming pool;
m) replace current beam lighting in the pool and changing rooms (LED lights);
n) top layers of filters renew (activated carbon);
o) renew pool packs (automatic control water treatment);
p) displays operation recreation area and water treatment basement refresh (PLC);
q) replace the burners on the first floor (407 kW);
r) refresh dressing room including suspended ceilings;
s) electronic information board in the entrance hall;
t) digitizing checkout system;
u) the music system needs to be replaced and equipped with sufficient speakers throughout the pool and changing rooms, so visitors can be accessed in all locations. It can be operated from the reception;
v) refresh camera system;
(w) the entrance hall needs to be renewed in its entirety, including the checkout area;
x) refreshment plumbing (entrance hall);
y) renovation of the hospitality industry;
z) freshen up exterior pool building (repaint crepy).
An integral accessibility will need to be incorporated into the renewal works. Inter's report on the pool accommodation in Ninove, which will be transferred to the selected tenderers at a later stage.
