The invitation contains an overall description of Båstad municipality's vision, goals, needs and requirements. The invitation is answered by an application for participation in the dialogue in accordance with this dossier. The purpose of the dialogue is to identify and indicate how the municipality's needs are best met.
of procedure
The procurement is conducted as a competitive dialogue in three stages with six (6) different phases.
Step 1. Qualification and selection Phase 1 - Qualification of applicants, based on the qualification requirements set out in this procurement document. Phase 2 - Applicants, who meet all qualification requirements, will be selected based on the selection criteria described under point 4. "Evaluation and selection". The maximum number of Applicants who will be selected amounts to three (3). The number of selected Applicants may be fewer but not more than the specified number depending on the number of applicants received and qualified.
Step 2. DialogFas 3- Bidders are invited to participate in dialogue with the Municipality in accordance with the stated conditions in the procurement document in step 2. Bidders, who agree to participate in the dialogue, will be the dialogue party during the dialogue. Phase 4 - Dialogue is started with the dialogue partners. During the dialogue, preliminary tenders may be requested. Phase 5 - The dialogue phase is terminated and Bidders are invited to submit a final tender within the tender period.
Step 3. Award Phase 6- The municipality evaluates the tenders received and assigns a Contract to a Party. The municipality also reserves the right to negotiate with the tenderer who has submitted the most economically advantageous tender.
