Like many other broadcasters, NRK has experienced a shift from the traditional linear method of consuming media content in recent years. The changing habits of end users can be seen in a shift from linear consumption on big screens (TV) to streaming content on both big screens and other media surfaces. This procurement covers a service-based agreement for the delivery of live and live-to-VOD streaming, with an option for on-demand origin services.

NRK prefers that the operation of the environments is performed by the tenderer or a third party, or a combination of the two. NRK prefers the application layer to be operated by the tenderer itself. It is highly preferable that data centres are geographically located in the EEA, preferably in Northern or Western Europe. High requirements are in place for uptime, security and backup.

The tenderer must establish and set up the service and provide an operational and support service that is available 24/7/365, and must otherwise be able to provide consultancy assistance as needed. It is important for NRK to be able to get the service up and running quickly, and therefore start-up and implementation time is important for NRK.

Certain alternative connections such as e.g. connections delivered through the supplier's own MPLS network could exceptionally be accepted. NRK therefore aims to enter into an ongoing contract with a minimum term of five years from the approved delivery date, cf. appendix 5.
