Personnel services for the LWL-Klinik Dortmund with all affiliated facilities of the location
Medical & Therapeutic ProfessionsConclusion of a framework agreement per lot in accordance with § 21 of the Public Procurement Ordinance (VgV) on personnel services for the LWL-Klinik Dortmund with all affiliated facilities of the location with no more than 5 companies each, provided that a sufficiently large number of companies meet the suitability criteria and a sufficiently large number of permissible offers meet the award criteria.
The five first-place companies after reviewing and evaluating the bid will become parties to the respective framework agreement. Mini-competitions are held only with these companies.
During the term of the contract, only the contracting parties of the respective framework agreement will be invited to submit an offer for each lot by means of an informal mini-competition (by e-mail) with the evaluation criterion 100% prize and setting a deadline (in good time for the required operating time).
The retrieval of the services is carried out on the basis of specific work orders (individual commissioning) by the client's facilities. An individual placement order is placed by notifying the qualification requirements or describing the task, the location, the duration of the assignment and the type of activity (see requirement profile / price sheet). If necessary, the request will be made by e-mail, which will be sent to all contracting parties to the framework agreement without exception and is to be understood as an invitation to submit an offer. The tenders received are examined and evaluated on the basis of the award criterion (100% price). The most economical bid is awarded the contract. The contractor must fulfill the order within the specified period and, if necessary, submit any additional evidence or documents required (such as CVs or copies of certificates) before the start of the respective assignment.
A separate, individual temporary employment contract (individual contract) is concluded for each placement order.
Important note: Due to the necessity of having to cover personnel requirements at short notice in individual cases, a very short offer period (this can be limited to a few hours) can be assumed in justified individual cases.

The estimated order volume and the maximum purchase quantity of the framework agreement:
The expected order volume (net) in accordance with § 3 para. 4 VgV, determined from figures from previous years, is estimated for the future contract period (4 years). A claim to a minimum turnover cannot be derived from this. There is no minimum purchase obligation. Falling short of these quantities has no influence on prices and the duration of the contract.

The estimated order values in euros for the entire term of the contract (4 years) can be found in the service description.

The LWL assumes that the maximum quantity will actually be exceeded by approx. 20% (see above estimated order quantity). The mentioned value corresponds to the maximum quantity within the meaning of the ECJ decision of 17.06.2021, C-23/20 - Simonsen & Weel.
