Skien municipality will engage engineering designers for detailed engineering of the reconstruction/upgrade of Elstrøm treatment plant, assistance with contracting a contractor and possibly some assistance with follow-up of the construction phase of the project (not the role of construction manager).

After a contract for the assignment has been entered into based on NS 8402, the consultant and Skien municipality must agree on a fee budget for future project phases based on the knowledge the parties have. The fee budget forms the basis for the parties' management of resource use during the project, how the need for changes that may arise along the way is handled, and the like.

Some milestone deadlines are specified in connection with the completion of the assignment:

-November/December 2022: Engineering begins

- March 2023: Clarification of the procurement strategy for the form of contract and division of the contact

(the municipality will consider engaging another consultant to assist in this work), and

phasing/progress execution.

- Autumn 2023: Completion of engineering and updating of the cost estimate, cf. Point 3.1, second

section.

- End of 2023/beginning of 2024: Final clarification of the level of ambition for execution, where the decision

is coordinated with an impact assessment for a future regional sewage treatment solution for

Grenland.

- March 2024: Completion of the tender documentation for the call for tenders for construction of the plant.

- Autumn 2024: Plant construction begins
