In early 2019, the SIEL-TE initiated a study on the issues of Very Low Flow and IOT in the Loire department. This study was conducted by Axians Consulting. The objective of the SIEL-TE is to be able to make available on all the communities of the territory of the Department of the Loire, a territory service Connected composed of a radio communications infrastructure in addition to that of the optical fiber via Thd42.
The SIEL-TE also hopes to eventually set up a platform bringing together all business silos according to the principle of an open-data system with the initial implementation of a secure data storage solution.
This contract concerns the design of an infrastructure for the collection, processing, storage of data and maintenance of the infrastructure, carried out according to a competitive dialogue procedure in accordance with the provisions of Articles L. 2124-4, R 2161-24 et seq. Of the Public Procurement Code (hereinafter "PAC").
The Infrastructure will have to cover the whole of the Loire department (42) with a total coverage of the Loire population. All protocols can be used, with priority for LPWAN networks. As stated in the preamble, the SIEL-TE and its members wish to industrialize deployments of connected objects for community services. In this context, the SIEL-TE launches a competitive dialogue to define the orientations and the necessary tools with the will to take into account all the cases of uses.
