Negotiated procedure acc. § 17 (1) VgV with upstream realization competition acc. RPW 2013 i. V. m. § 14 (4) 8 VgV and EU-wide application procedure - revitalization of high-rise building B1 Düsseldorf.

The purpose of the procedure is to qualify the building, which has been vacant since 2009, by means of extensive revitalization for today's requirements for classic office use. A special focus is on the facade design. The building comprises 14 above-ground storeys with a gross floor area of approx. 12,000 square meters. The upstream competition proceedings acc. § 14 (4) 8 VgV instead of the participation contest of the negotiated procedure acc. § 17 (1) VgV and is carried out as a non-open, single-phase construction project with EU-wide application process. The competition was registered with the AKNW under the number W 26/19 on 3.5.2019. The promoter plans with a total construction volume of approx. EUR 19 million net. Subject of the gradual (LP 1-3, 4-5, 6-7, 8-9) to be awarded services are the performance images acc. §§ 34, 51 u. 55 HOAI and Facade Planning, Fire Protection and Building Physics. The allocation to a general planner or a general planning association (commissioning as consortium) is planned.
