Unfallkasse NRW is striving to construct a new office building on a plot of land owned by it at Salzmannstraße 156/158 in 48159 Münster as part of a public-private partnership. An economic feasibility study was carried out in advance. As a result of the study, the PPP implementation was determined to be the most economical variant and its implementation was determined by the committees of the Unfallkasse NRW. An existing building of the customer in Düsseldorf from 2019 is to serve as a reference property. Related documentation will be provided if required.
On parcels 245 and 282 of Salzmannstraße 156/158, the new building for an office building is being realized. The demolition of the existing building at Salzmannstraße 156/158 as well as the planning, construction, the necessary interim accommodation and the operation of the new building (approx. 6,764 m² GFA) are to be transferred to a PPP partner. A decision on the future of the second existing building will be made in due course.
Planning and construction costs are borne by the Unfallkasse NRW from its own funds. The operating period is set at 25 years.
For the organization of the awarding of the PPP service "Location Development Münster", the Unfallkasse NRW would like to put together an external team for the procedural support. In a first phase, PD – Berater der öffentlichen Hand GmbH ("PD") was commissioned for project management services. In the second phase, this team is to be expanded to include a technical and a legal procedural facilitator for the preparation and implementation of a Europe-wide procurement procedure for the tendering and awarding of PPP services, in addition to the PD for basic procedural control. Phase 2 is directly dependent on phase 1.
The aim of this tender is to find an efficient partner who will provide technical advice for the preparation and implementation of the award procedure as well as the subsequent construction controlling. PD integrates the winning technical consultant as a subcontractor into the overall project and is thus the client of the technical consultant.
