On 30 November 2016, the interior ministers of the federal and state governments agreed on the Saarbrücken Agenda on the information architecture of the German police as part of internal security as part of their autumn conference. The core element is the creation of a common and modern, uniform information architecture. As a result, the police officers should have access to the information necessary to fulfil their tasks at any time and anywhere, in accordance with the legal framework. In addition, the basis for a digital and media-free networking of the federal and state police forces with their national and international partners is to be created.
The basis of the state programme is the state programme mandate, which creates a binding framework for the implementation and implementation of the programme results of the Police 20/20 programme in the state organisation as well as for participation in the overall federal programme. This requires numerous technical services, adaptations and procurements for the further development of the state systems and the interfaces to central procedures.
The subject of the award is the service of project controlling, risk management, the change manager and the technical coordinator in the state program of the Thuringian police.
