The current billing and service activation system went live in 2015 and is now reaching the end of its life. The purpose of this contract is to replace the system. In addition, maintenance is planned for a period of 5 years, with possible renewal for an additional period of 3 years, from the entry into service of the system. This possible order will take place 12 months before the end of the 5-year period, by registered mail.
The billing and service activation system has two purposes. First, the activation of services within the ASTRID network, with regard to Radio, Paging and BLM. Secondly, the billing of the services provided to individual users of these ASTRID services. Activating, disabling and reactivating BLM radios, pagers and subscriptions is operationally critical and part of the daily routine. (see contract documents)
Lot 1 Deployment 'on premises'The billing and service activation system is implemented in ASTRID's data center, on the platform provided by ASTRID. Implementation encompasses similarly designed production and test systems.
The system will not be accessible from the internet, except for the Self-care portal.
The CRM web server and back-end servers can only be accessed from private networks or secure VPN connections.

Lot 2 Deployment 'in the cloud'The billing and service activation system is offered "as-a-service".
Services and infrastructure are always on a private network.
The private or hybrid cloud can be hosted in the successful bidder's data center or in that of an external service provider.
The solution must comply with the European General Data Protection Regulation (GDPR), EU Regulation 2022/868 of the European Parliament and of the Council of 30 May 2022 on European data governance and European and Belgian data residency regulations, as well as the related geographical restrictions.
