The Assignment has a phased character.

The development of the business district is an extensible concept to which a subsequent realization is made depending on the request of the Client. In total, up to 15,000m² of floor space can be realized. The final phasing/division will be partly determined by the design and will be recorded in consultation with the designer and translated into a master plan.

The Designer can therefore receive the assignment for the follow-up assignment(s) within the project zone.

However, a first phase or (partial) assignment is the refinement of the master plan by drawing up a preliminary design in which, among other things, the interpretation / program is worked out, the phasing and the construction costs are budgeted.

This Contract is a public service contract.

The award of the Contract takes place through the competitive procedure with negotiation (Article 38, §1, 1°, b) and c) of the Public Procurement Act 2016).

Since the Contract cannot be awarded without prior negotiations, specific circumstances relating to the nature and technical complexity of the Contract and the associated risks are appropriate, the aforementioned negotiated procedure is appropriate. In addition, this Assignment contains design and innovative solutions in such a way that the negotiation procedure allows the Client to enter into a debate with the Tenderers in order to enable the search for technical solutions.

The procedure is conducted in successive stages.

The Assignment takes shape by means of a fee agreement for 'drawing up architectural designs'.
